Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2025, 14th Legislature

At the request of 109 MPs, the Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2025, 14th Legislature, for Wednesday, 14 January 2026, starting at 10 am.


The following agenda has been set for the sitting:

  1. List of Candidates for members and deputy members of the Commission for Audit, Verification and Control of the Accuracy and Updating of the Voter Register, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  2. Bill amending and modifying the Law on Seats and Territorial Jurisdiction of Courts and Public Prosecutor's Offices, submitted by MP Dr Ugljesa Mrdic;
  3. Bill amending the Law on the High Prosecutorial Council, submitted by MP Dr Ugljesa Mrdic;
  4. Bill amending and modifying the Law on the Organization and Competence of State Bodies for the Fight against High-Tech Crime, submitted by MP Dr Ugljesa Mrdic;
  5. Bill amending and modifying the Law on Public Prosecution, submitted by MP Dr Ugljesa Mrdic;
  6. Bill amending the Law on Judges, submitted by MP Dr Ugljesa Mrdic;
  7. Bill amending the Law on Civil Servants, submitted by the Government;
  8. Bill on the Confirmation of the Economic Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Uzbekistan, submitted by the Government;
  9. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Hungary on Border Control in Road, Rail and Water Transport, submitted by the Government;
  10. Proposal of the Decision Designating the Crowning Insignia of King Petar I Karadjordjevic as a Cultural Asset of Exceptional Importance, submitted by the Government;
  11. Proposal of the Decision Designating the Recognition of the Praise by Nun Jefimija – Shroud of the Relics of Prince Lazar, inv. no. MSPC 1921 as a Cultural Asset of Exceptional Importance, submitted by the Government;
  12. Proposal of the Decision Designating the Votive Chariot, inv. no. 05_4533 NMS, as a Cultural Asset of Exceptional Importance, submitted by the Government;
  13. Proposal of the Decision Designating the Sculpture "Danubius" inv. no. 2_38, NMS as a Cultural Asset of Exceptional Importance, submitted by the Government;
  14. List of Candidates for the election of one member of the Council of the Commission for State Aid Control, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  15. Commission for Protection of Competition 2022 Activity Report, submitted by the Commission for Protection of Competition, accompanied by the Conclusion Proposal of the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  16. Commission for Protection of Competition 2023 Annual Activity Report, submitted by the Commission for Protection of Competition, accompanied by the Conclusion Proposal of the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  17. Commission for Protection of Competition 2024 Annual Activity Report, submitted by the Commission for Protection of Competition, accompanied by the Conclusion Proposal of the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  18. Republic of Serbia Energy Agency 2023 Activity Report, submitted by the Energy Agency of the Republic of Serbia, accompanied by the Conclusion Proposal of the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  19. Republic of Serbia Energy Agency 2024 Activity Report, submitted by the Energy Agency of the Republic of Serbia, accompanied by the Conclusion Proposal of the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  20. Republic Commission for Protection of Rights in Public Procurement Procedures Activity Report for the period 1 January 2024 – 31 December 2024, submitted by the Republic Commission for Protection of Rights in Public Procurement Procedures, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  21. Report on Monitoring Conducted in 2024, submitted by the Public Procurement Office, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
  22. Proposal of the Decision to grant consent to the Statute of the Energy Agency of the Republic of Serbia, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  23. Proposal of the Decision to grant consent to the Securities Commission 2026 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  24. Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2026 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending, and
  25. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the WE - POWER OF THE PEOPLE PROF. DR BRANIMIR NESTOROVIC Parliamentary Group.
The National Assembly accepted the proposal of MP Milenko Jovanov to complete a joint debate in principle and single debate on all the items on the agenda.

On the second day of the proceedings, 15 January 2026, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Pavic, Irena Zivkovic, Vladimir Pajic, Dragan Stanojevic, Petar Boskovic, Robert Kozma, Ivana Rokvic, Dusan Nikezic and Prof Dr. Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued the joint debate in principle and single debate on all the items on the agenda.

On the third day of the proceedings, 21 January 2026, the National Assembly continued and concluded the joint debate in principle and single debate on all the items on the agenda.

The MPs then commenced the debate in detail on the Bill amending and modifying the Law on Seats and Territorial Jurisdiction of Courts and Public Prosecutor's Offices.

On the fourth day of the proceedings, 22 January 2026, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Vladimir Pajic, Djordjo Djordjic, Dr Borislav Antonijevic, Prof. Dr Mitar Kovac, Dr Tatjana Markovic-Topalovic, Doc. Dr Rastislav Dinic, Bojan Torbica, Nenad, Milojicic, Tatjana Pasic and Milimir Vujadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly completed a debate in detail on the Bill amending and modifying the Law on Seats and Territorial Jurisdiction of Courts and Public Prosecutor's Offices and the Bill amending the Law on the High Prosecutorial Council.

The MPs then commenced and for the remainder of the workday conducted a debate in detail on the Bill amending and modifying the Law on the Organization and Competence of State Bodies for the Fight against High-Tech Crime.

On the fifth day of the proceedings, 27 January 2026, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Slavica Radovanovic, Aleksandar Pavic, Robert Kozma, Petar Boakovic, Prof. Dr Snezana Rakic, Dragan Stanojevic, Dijana Radovic and Miodrag Linta, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The MPs continued and concluded the debate in detail on the Bill amending and modifying the Law on the Organization and Competence of State Bodies for the Fight against High-Tech Crime.

The National Assembly also completed a debate in detail on the Bill amending and modifying the Law on Public Prosecution, Bill amending the Law on Judges, and the Bill amending the Law on Civil Servants.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, National Assembly Speaker Ana Brnabic set Wednesday, 28 January 2026, as Voting Day on all the items on the agenda of the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2025, 14th Legislature, starting at 10 am.

Voting Day

On Voting Day, 28 January 2026, the National Assembly adopted all the proposed on the agenda of the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2025, 14th Legislature.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ana Brnabic concluded the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2025, 14th Legislature.
