Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2023

The Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2023 for Thursday, 18 May 2023, starting at 3 pm.


National Assembly Speaker Dr Vladimir Orlic asked the MPs to pay respects to the victims in "Vladislav Ribnikar" Elementary School and the territory of Smederevo and Mladenovac – Malo Orasje and Dubona, with a minute’s silence.

Before ascertaining the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jahja Fehratovic, Radomir Lazovic, Dr Muamer Bacevac, Borko Puskic, Aleksandar Jovanovic, Marko Ristic, Srdjan Milivojevic, Miroslav Aleksic, Gorica Gajic, Marinika Tepic, Natasa Bogunovic and Aleksandar Mirkovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then ascertained the following agenda:

  1. Report on the security situation in the Republic of Serbia in the wake of the mass murders in the "Vladislav Ribnikar" Elementary School in Belgrade and in the area of Smederevo and Mladenovac - in Malo Orasje and Dubona, submitted by the Government of the Republic of Serbia;

  2. Report on the Supervision of Programmes of Commercial Media Service Providers for the period October 2022 – the end of March 2023 with a special focus on the reporting of violence in television programmes, submitted by the Regulatory Authority for Electronic Media, accompanied by a Culture and Information Committee Conclusion Proposal;

  3. Proposal of the Decision on the establishment of a Board of Inquiry to determine the facts and circumstances that led to the mass murders in the "Vladislav Ribnikar" Elementary School and on the territory of Smederevo and Mladenovac - in Malo Orasje and Dubona, to determine the omissions in the exercise of competence and take appropriate actions, to determine the responsibility of the authorities persons and propose measures, submitted by MP Radomir Lazovic, and

  4. Motion for a vote of no confidence in a Government member, Minister of the Interior of the Republic of Serbia Bratislav Gasic, submitted by 61 MPs.
The National Assembly proceeded to commence a single debate on item 1 on the agenda - Report on the security situation in the Republic of Serbia in the wake of the mass murders in the "Vladislav Ribnikar" Elementary School in Belgrade and in the area of Smederevo and Mladenovac - in Malo Orasje and Dubona, submitted by the Government of the Republic of Serbia.

The sitting was attended by Prime Minister Ana Brnabic who presented the report, as well as Minister of the Interior Bratislav Gasic, Minister of Health Prof. Dr Danica Grujicic, Minister of Justice Maja Popovic, Minister of Labour, Employment, Veteran and Social Affairs Nikola Selakovic and Minister of Family Welfare and Demography Prof. Dr Darija Kisic Tepavcevic.

The National Assembly conducted the debate on item 1 on the agenda for the rest of the day.

On the second day of the proceedings, 19 May 2023, the National Assembly continued and for the remainder of the day conducted the debate on item 1 on the agenda - Report on the security situation in the Republic of Serbia in the wake of the mass murders in the "Vladislav Ribnikar" Elementary School in Belgrade and in the area of Smederevo and Mladenovac - in Malo Orasje and Dubona, submitted by the Government of the Republic of Serbia.

On the third day of the proceedings, 23 May 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jahja Fehratovic, Robert Kozma, MA Akos Ujhelyi, Prof. Dr Tamara Milenkovic Kerkovic, Dr Muamer Bacevac, Danijela Nestorovic, Nikola Dragicevic, Dr Zoran Lutovac, MA Nenad Tomasevic, Sinisa Kovacevic, Marija Lukic, MA Tatjana Jovanovic and Milenko Jovanov, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued and for the remainder of the day conducted the debate on item 1 on the agenda - Report on the security situation in the Republic of Serbia in the wake of the mass murders in the "Vladislav Ribnikar" Elementary School in Belgrade and in the area of Smederevo and Mladenovac - in Malo Orasje and Dubona, submitted by the Government of the Republic of Serbia.

On the fourth day of the proceedings, 24 May 2023, the National Assembly continued and for the remainder of the day conducted the debate on item 1 on the agenda.

On the fifth day of the proceedings, 25 May 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Prof. Dr Jelena Jerinic, Milovan Jakovljevic, Jasmin Hodzic, Nikola Nesic, Dragana Miljanic, Dejan Ignjatovic, Srdjan Milivojevic, Slavica Radovanovic, Zoran Sandic, Marinika Tepic and Djordje Todorovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct and complete the debate on the Report on the security situation in the Republic of Serbia in the wake of the mass murders in the "Vladislav Ribnikar" Elementary School in Belgrade and in the area of Smederevo and Mladenovac - in Malo Orasje and Dubona, submitted by the Government of the Republic of Serbia.

The MPs then commenced the debate on item 2 on the agenda - Report on the Supervision of Programmes of Commercial Media Service Providers for the period October 2022 – the end of March 2023 with a special focus on the reporting of violence in television programmes, submitted by the Regulatory Authority for Electronic Media, accompanied by a Culture and Information Committee Conclusion Proposal.

On the sixth day of the proceedings, 29 May 2023, the MPs continued the debate on the Report on the Supervision of Programmes of Commercial Media Service Providers for the period October 2022 – the end of March 2023 with a special focus on the reporting of violence in television programmes, submitted by the Regulatory Authority for Electronic Media, accompanied by a Culture and Information Committee Conclusion Proposal.

The National Assembly noted the resignation of Minister of Education Branko Ruzic.

National Assembly Speaker Dr Vladimir Orlic informed the MPs that, pursuant to Article 106, paragraph 2 of the Constitution of the Republic of Serbia and Article 48, paragraph 2 of the Law on the National Assembly, the First Regular Session of the National Assembly of the Republic of Serbia in 2023 is completed and the debate on the same items on the agenda, as agreed by the parliamentary groups, would be continued at an extraordinary session.

The national anthem of the Republic of Serbia “God of Justice” was performed by Dragan Milanovic, soloist of the Artistic Ensemble of the Ministry of Defence “Stanislav Binicki”.
