Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, for Wednesday, 11 April, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Bill on the Planning System of the Republic of Serbia, submitted by the Government;
  2. Bill amending and modifying the Law on Foreign Currency Transactions, submitted by the Government;
  3. Bill amending the Law on Accounting, submitted by the Government;
  4. Bill amending the Law on Auditing, submitted by the Government;
  5. Bill amending and modifying the Law on Factoring, submitted by the Government;
  6. Bill amending and modifying the Law on Games of Chance, submitted by the Government;
  7. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
  8. Bill amending and modifying the Value Added Tax Law, submitted by the Government;
  9. Bill amending and modifying the Excise Tax Law, submitted by the Government;
  10. Bill Granting Guarantee by the Republic of Serbia in favour of German Development Bank KfW, Frankfurt-am-Main, to settle the debt of Electric Power Industry of Serbia Public Enterprise, Belgrade (Renewable Energy Project Wind Park Kostolac), submitted by the Government;
  11. Bill amending the Law Granting Guarantee by the Republic of Serbia in favour of OTP Bank Serbia Ltd. Novi Sad, Banca Intesa Ltd. Belgrade, NBG Bank Malta LTD, ''AIK Banka'' Ltd. Nis and UniCredit Bank Serbia Ltd. Belgrade under the debt of public enterprise “Srbijagas” Novi Sad, submitted by the Government;
  12. Bill on the Confirmation of the Amendments and Modifications to the Convention on Temporary Importation, submitted by the Government;
  13. Bill on the Confirmation of the Financial Agreement Nis-Dimitrovgrad Railway between the Republic of Serbia and the European Investment Bank, submitted by the Government;
  14. Bill on the Confirmation of the Guarantee Agreement (Project Technical-Passenger Station Zemun – Phase 1) between the Republic of Serbia and the European Bank for Rehabilitation and Development, submitted by the Government;
  15. Bill on the Confirmation of the Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting, submitted by the Government;
  16. Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main and the Republic of Serbia – Program of Promotion of Renewable Energies: Developing the Biomass Market in the Republic of Serbia (first component), submitted by the Government;
  17. Proposal of the Decision on the Election of the State Audit Institution Council, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  18. Proposal of the Decision on the Election of a Member of the Securities Commission, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  19. Proposal of the Decision on the Organization and Operation of the National Assembly Support Service, submitted by the Committee on Administrative, Budgetary, Mandate and Immunity Issues;
  20. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Social Democratic Party of Serbia Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and joint single debate on items 1 to 19 on the agenda.

The National Assembly then proceeded to commence the joint debate in principle and joint single debate on items 1 to 19 on the agenda which were presented by the authorized representative of the submitter, Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic.

In the course of the sitting, in line with the Law on Election of MPs and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the Chair, National Assembly Speaker Djordje Milicevic noted the termination of the term of office before the expiry of the term he was elected of MP Milan Boskovic, on the day of his resignation.

For the remainder of the day the National Assembly conducted the joint debate in principle and joint single debate on items 1 to 19 on the agenda.

On the second day, 12 April, before commencing the proceedings the MPs paid respects to the late MP Zoran Krasic with a minute of silence.

The minute of silence was followed by the heads i.e. authorised representatives of the parliamentary groups, MPs Djordje Vukadinovic, Nada Lazic, Miroslav Aleksic, Bosko Obradovic, Aleksandra Cabraja, Marija Jevdjic, Nemanja Sarovic, MA Aleksandra Jerkov, Prof. Dr Snezana Bogosavljevic Boskovic, Marijan Risticevic and Prof. Dr Marko Atlagic requesting information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and by the end of the day completed the a joint debate in principle and joint single debate on items 1 to 19 on the agenda, as well as a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia.

On the third day of the proceedings, 16 April, the National Assembly commenced and for the remainder of the day conducted a debate in detail on the Bill on the Planning System of the Republic of Serbia.

In the course of the sitting, pursuant to the Law on Election of MPs and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the Chair, National Assembly Deputy Speaker Veroljub Arsic, noted the termination of the term of office before the expiry of the term he was elected for of MP Zoran Krasic, on the day of his death.

On the fourth day of the proceedings, 17 April, the National Assembly continued the debate in detail on the Bill on the Planning System of the Republic of Serbia.

At the beginning of the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Zoran Zivkovic, Miroslav Aleksic, Slavisa Ristic, Miladin Sevarlic, Olena Papuga, Ana Stevanovic, Aleksandra Jerkov, Marijan Risticevic, Mirjana Dragas and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

For the remainder of the day the National Assembly conducted the debate in detail on item 1 on the agenda.

On the fifth day of the proceedings, 18 April, the National Assembly continued the debate in detail on the Bill on the Planning System of the Republic of Serbia.

In the course of the proceedings, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Zoran Despotovic, elected from the Electoral List Dr VOJISLAV SESELJ - SERBIAN RADICAL PARTY, who then went on to take the oath of office.

By the end of the day the National Assembly had completed the debate in detail on the abovementioned Bill, as well as a debate on the amendments submitted to the Bill amending and modifying the Law on Foreign Currency Transactions, Bill amending the Law on Accounting, Bill amending the Law on Auditing, Bill amending and modifying the Law on Factoring, Bill amending and modifying the Law on Games of Chance, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Value Added Tax Law, Bill amending and modifying the Excise Tax Law, as well as the Bill amending the Law Granting Guarantee by the Republic of Serbia in favour of OTP Bank Serbia Ltd. Novi Sad, Banca Intesa Ltd. Belgrade, NBG Bank Malta LTD, ''AIK Banka'' Ltd. Nis and UniCredit Bank Serbia Ltd. Belgrade under the debt of public enterprise “Srbijagas” Novi Sad.

The National Assembly also completed a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Social Democratic Party of Serbia Parliamentary Group.

As the National Assembly had completed the debate in principle and detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Thursday, 19 April, as Voting Day on all the items on the agenda of the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 10 am.

Voting Day

On Voting Day, 19 April, by majority vote, the National Assembly passed the Bill on the Planning System of the Republic of Serbia, Bill amending and modifying the Law on Foreign Currency Transactions, Bill amending the Law on Accounting, Bill amending the Law on Auditing, Bill amending and modifying the Law on Factoring, Bill amending and modifying the Law on Games of Chance, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Value Added Tax Law, and the Bill amending and modifying the Excise Tax Law.
By majority vote, the MPs also passed the Bill Granting Guarantee by the Republic of Serbia in favour of German Development Bank KfW, Frankfurt-am-Main, to settle the debt of Electric Power Industry of Serbia Public Enterprise, Belgrade (Renewable Energy Project Wind Park Kostolac), Bill amending the Law Granting Guarantee by the Republic of Serbia in favour of OTP Bank Serbia Ltd. On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Speaker Maja Gojkovic concluded the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018.
