Third Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

At the request of 239 MPs, the Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Tuesday, 23 February 2021, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Selma Kucevic, Sanja Jefic Brankovic, Djordje Milicevic, Zivota Starcevic and Djordje Todorovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The request to hold the session specified the following agenda:

  1. Bill amending and modifying the Law on Determination of Property Origin and Special Tax, submitted by the Government;
  2. Bill on Granting the Guarantee of the Republic of Serbia in Favour of German Development Bank KfW, Frankfurt-am-Main, for the Borrowing of JSC “Elektromreza Srbije”, Belgrade (Regional Programme of Energy Efficiency in the Transmission System II), submitted by the Government;
  3. Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt-am-Main (”KfW”) and the Republic of Serbia (“Borrower”) represented by the Minister of Finance for the Project “Energy Efficiency in Public Buildings and Renewable Energies in the District Heating Sector – Greening the Public Sector”, submitted by the Government;
  4. Bill on the Confirmation of the Agreement on Educational, Cultural and Sports Cooperation between the Government of the Republic of Serbia and the Government of the United States of Mexico, submitted by the Government;
  5. Bill on the Confirmation of the Status Agreement between the Republic of Serbia and the European Union on Actions Carried Out by the European Border and Coast Guard Agency in the Republic of Serbia, submitted by the Government;
  6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Cooperation in the Fight against Human Trafficking, submitted by the Government, and
  7. Commission for Protection of Competition 2019 Annual Activity Report, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1, 2 and 3 on the agenda, as well as a joint single debate on items 4, 5 and 6 on the agenda of the session.

The proposed documents were presented on behalf of the submitter by Minister of Finance Sinisa Mali.

For the remainder of the day the National Assembly conducted and by the end of it concluded the joint debate in principle and single debate on the first three items on the agenda.

On the second day of the proceedings, 24 February, the national Assembly commenced a joint single debate on Bill on the Confirmation of the Agreement on Educational, Cultural and Sports Cooperation between the Government of the Republic of Serbia and the Government of the United States of Mexico, Bill on the Confirmation of the Status Agreement between the Republic of Serbia and the European Union on Actions Carried Out by the European Border and Coast Guard Agency in the Republic of Serbia, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Cooperation in the Fight against Human Trafficking.

The bills were presented by Minister of the Interior Aleksandar Vulin.

For the remainder of the day the National Assembly conducted and by the end of it concluded the joint single debate on items 4 to 6 on the agenda.

On the third day of the proceedings, 25 February 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Enis Imamovic, Djordje Milicevic and Dr Aleksandar Martinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The MPs went on to consider the Commission for Protection of Competition 2019 Annual Activity Report, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy.

The Report was presented by Nebojsa Peric, Director of the Commission for Protection of Competition.

In the continuation, the MPs considered the Bill amending and modifying the Law on Determination of Property Origin and Special Tax in detail.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Speaker Ivica Dacic set Thursday, 25 February 2021, as Voting Day on all the items on the agenda of the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 7.13 pm.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
