Sixth Sitting of the Committee on the Judiciary, Public Administration and Local Self-Government

At the sitting that started on 26 December 2022, the members of the Committee on the Judiciary, Public Administration and Local Self-Government considered, in detail, the Bill amending the Law on Civil Servants, submitted by the Government.


The Committee proposed that the National Assembly reject all 23 of the amendments submitted to the Bill.

Pursuant to articles 82 and 92 of the national Assembly Rules of Procedure, the Committee withdrew from the agenda the consideration in detail on the Bill on the Confirmation of the Agreement on Legal and Judicial Cooperation in Civil and Commercial Matters between the Republic of Serbia and the United Arab Emirates, submitted by the Government; Bill on the Confirmation of the Agreement between the Republic of Serbia and the Federative Republic of Brazil on Legal Assistance in Civil Matters, submitted by the Government; and the Bill on the Confirmation of the Second Additional Protocol to the Convention on Cybercrime on enhanced co-operation and disclosure of electronic evidence, submitted by the Government; as the Committee on Constitutional and Legislative Issues had, at the sitting held on 24 December 2022, rejected said amendments as incomplete under Article 163, paragraph 2 of the National Assembly Rules of Procedure, since Article 169, paragraph 2 of the National Assembly Rules of Procedure stipulates that no amendments can be submitted to the text of an international agreement.

The Committee decided to review the remaining items on the agenda viz. Ombudsman’s 2021 Regular Annual Report; Commissioner for Information of Public Importance and Personal Data Protection 2021 Activity Report; Anti-Corruption Agency’s 2021 Regular Annual Report and the Report in the execution of the Revised Action Plan for Chapter 23 – Subchapter Fight Against Corruption, on Monday, 26 December 2022, at 2.30 pm when the Sixth Sitting will be continued.

The sitting was chaired by Committee Chairman Vladimir Djukanovic and attended by the following Committee members and deputy members: Jovan Palalic, Vladimir Gajic, Svetozar Vujacic, Dijana Radovic, Dubravka Kralj, Milica Nikolic, Dr Ugljesa Mrdic, Prof. Dr Jelena Jerinic and Jelena Milosevic.

In the continuation of the sitting on 26 December 2022, the Committee members considered the Ombudsman’s 2021 Regular Annual Report, presented by Ombudsman MA Zoran Pasalic and Deputy Ombudsperson Jelena Stojanovic.

The Committee also considered the Commissioner for Information of Public Importance and Personal Data Protection 2021 Activity Report, presented by Commissioner Milan Marinovic, as well as the Anti-Corruption Agency’s 2021 Regular Annual Report and the Report in the execution of the Revised Action Plan for Chapter 23 – Subchapter Fight Against Corruption, presented by Director Dragan Sikimic.

Following a debate, by majority vote, the Committee adopted conclusion proposals, as stipulated in Article 238, paragraph 2, of the National Assembly Rules of Procedure, and forwarded them to the National Assembly for consideration and adoption.

The continuation of the sitting was chaired by Committee Chairman Vladimir Djukanovic and attended by the following Committee members and deputy members: Svetozar Vujacic, Andrijana Vasic, Dijana Radovic, Dubravka Kralj, Miodrag Gavrilovic, Dr Balint Pasztor, Jovan Palalic, Dr Jelena Jerinic, Djordje Komlenski, Milica Nikolic and Momcilo Vuksanovic.
