Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2016

At the request of the Serbian Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2016, for Monday, 22 February, starting at 10 am.


The request to hold the session set the following agenda:

1. Bill on Public Enterprises, submitted by the Government;

2. Bill on Metrology, submitted by the Government;

3. Bill amending and modifying the Law on Control of Precious Metal Articles, submitted by the Government;

4. Bill on acquiring ownership rights of the grounds, facilities and lines of the joint stock company for the production and processing of steel Zelezara Smederevo d.o.o. Smederevo, submitted by the Government;

5. Bill amending and modifying the Law on Public-Private Partnership and Concessions, submitted by the Government;

6. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;

7. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Korea on Avoidance of Double Taxation with respect to Taxes on Income, submitted by the Government;

8. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Grand Duchy of Luxembourg on Avoidance of Double Taxation with respect to Taxes on Income and on Property, submitted by the Government;

9. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey, submitted by the Government;

10. Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan, submitted by the Government;

11. Bill on the Confirmation of the Protocol amending and modifying Article 1(a), Article 14(1) and Article 14(3)(b) of the European Agreement of 30 September 1957 concerning the International Carriage of Dangerous Goods by Road (ADR), submitted by the Government;

12. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Mutual Protection of Intellectual Property in the course of Bilateral Military-Technical Cooperation, submitted by the Government;

13. Bill on Public Health, submitted by the Government;

14. Bill on Protection of Citizens Against Infectious Diseases, submitted by the Government.

Before commencing the proceedings the MPs paid respects to Sladjana Stankovic and Jovica Stepic, tragically killed in Libya, by a minute of silence.

The National Assembly accepted the proposal of MP Igor Becic to complete a joint debate in principle and single debate on all the items on the agenda for the session.

The National Assembly then commenced the a joint debate in principle and single debate, and the bills were elaborated by Minister of Economy Zeljko Sertic and Minister of Health Zlatibor Loncar as representatives of the submitter.

By the end of the day the National Assembly had completed the joint debate in principle and single debate on all the items on the agenda for the session.

On the second day of the session, 23 February, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Marko Djurisic, Enis Imamovic, M.Sci. Dr.med.dent Blagoje Bradic, Dr Muamer Bacevac, Vesna Martinovic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly conducted and by the end of the workday concluded a debate in detail on the Bill on Public Enterprises, Bill on Metrology, Bill on acquiring ownership rights of the grounds, facilities and lines of the joint stock company for the production and processing of steel Zelezara Smederevo d.o.o. Smederevo, Bill amending and modifying the Law on Public-Private Partnership and Concessions, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill on Public Health and the Bill on Protection of Citizens Against Infectious Diseases.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic set Wednesday, 24 February, as Voting Day on all the items on the agenda for the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2016, starting at noon.

Voting Day

On Voting Day, 24 February, by majority vote, the National Assembly passed the Bill on Public Enterprises, Bill on Metrology, Bill amending and modifying the Law on Control of Precious Metal Articles, Bill on acquiring ownership rights of the grounds, facilities and lines of the joint stock company for the production and processing of steel Zelezara Smederevo d.o.o. Smederevo, Bill amending and modifying the Law on Public-Private Partnership and Concessions, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Korea on Avoidance of Double Taxation with respect to Taxes on Income and the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Grand Duchy of Luxembourg on Avoidance of Double Taxation with respect to Taxes on Income and on Property.

The National Assembly also passed, by majority vote, the Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey, Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan, Bill on the Confirmation of the Protocol amending and modifying Article 1(a), Article 14(1) and Article 14(3)(b) of the European Agreement of 30 September 1957 concerning the International Carriage of Dangerous Goods by Road (ADR), Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Mutual Protection of Intellectual Property in the course of Bilateral Military-Technical Cooperation, Bill on Public Health and the Bill on Protection of Citizens Against Infectious Diseases.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker MA Igor Becic concluded the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2016.
