Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, for Tuesday, 15 December 2020, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Argjend Bajrami, Djordje Milicevic and Sandra Bozic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Bill on Digital Property, submitted by the Government;
  2. Bill on Fiscalisation, submitted by the Government
  3. Bill amending and modifying the Law on Property Restitution and Compensation, submitted by the Government;
  4. Bill amending and modifying the Law on Prevention of Money laundering and Financing of Terrorism, submitted by the Government;
  5. Bill amending and modifying the Excise Tax Law, submitted by the Government;
  6. Bill amending and modifying the Corporate Income Tax Law, submitted by the Government;
  7. Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
  8. Bill amending and modifying the Value Added Tax Law, submitted by the Government;
  9. Bill amending and modifying the Law on Compulsory Social Insurance Contributions, submitted by the Government;
  10. Bill amending and modifying the Law on the Capital Market, submitted by the Government;
  11. Bill amending and modifying the Law on Public Property, submitted by the Government;
  12. Bill amending and modifying the Law on Temporary Regulation of Payment of Fees for the Public Media Service, submitted by the Government;
  13. Bill on the Confirmation of the Agreement on Joint Procurement of Medical Supplies, submitted by the Government;
  14. Bill amending the Law on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building Permit for the Realisation of Project “Belgrade Waterfront”, submitted by the Government;
  15. Bill on the Confirmation of the Agreement amending and modifying the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Reciprocal Travel of Citizens, submitted by the Government;
  16. Bill on the Establishment of Guarantee Scheme as an Economic Support Measure to Mitigate the Consequences of the COVID-19 Disease caused by the SARS-CoV-2 Virus, submitted by the Government;
  17. Bill on the Confirmation of the Connected School in Serbia Financial Agreement between the Republic of Serbia and the European Investment Bank, submitted by the Government;
  18. Proposal of Candidates for Fiscal Council Member, submitted by the Governor of the National Bank of Serbia;
  19. List of candidates for member of the Council of the Regulatory Authority for Electronic Media, submitted by the Culture and Information Committee, and
  20. Proposal of the Decision on the election of member of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 to 14, joint debate in principle and single debate on items 15 to 17 and a joint single debate on items 18 to 20 on the agenda.

On behalf of the submitter, the bills were presented by Minister of Finance Sinisa Mali and Minister of Mining and Energy Zorana Mihajlovic.

The National Assembly conducted and concluded a joint debate in principle and single debate on items 1 to 14 on the agenda.

On the second day of the proceedings, 16 December 2020, the National Assembly commenced and completed a joint debate in principle and single debate on items 15 to 17. The bills were presented by Minister of the Interior Aleksandar Vulin as representative of the submitter.

The MPs went on to conduct and conclude a joint single debate on items 18 to 20 on the agenda.

The sitting was also attended by the Governor of the National Bank of Serbia Jorgovanka Tabakovic.

On the third day of the proceedings, 17 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Mirsad Hodzic, Jelena Mihailovic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then proceeded to commence and complete a debate in detail on the Bill amending and modifying the Law on Prevention of Money laundering and Financing of Terrorism.

By the end of the workday the National Assembly also completed a debate in detail on the Bill amending and modifying the Personal Income Tax Law and the Bill amending and modifying the Law on Temporary Regulation of Payment of Fees for the Public Media Service.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Ivica Dacic set Thursday, 17 December 2020, as Voting Day on all the items on the agenda of the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, starting at 5 pm. 

Voting Day

On Voting Day, 17 December 2020, the National Assembly passed, by majority vote, the Bill on Digital Property, Bill on Fiscalisation, Bill amending and modifying the Law on Property Restitution and Compensation, Bill amending and modifying the Law on Prevention of Money laundering and Financing of Terrorism, Bill amending and modifying the Excise Tax Law, Bill amending and modifying the Corporate Income Tax Law, Bill amending and modifying the Personal Income Tax Law, Bill amending and modifying the Value Added Tax Law, Bill amending and modifying the Law on Compulsory Social Insurance Contributions, and the Bill amending and modifying the Law on the Capital Market.

The MPs also passed by majority vote the Bill amending and modifying the Law on Public Property, Bill amending and modifying the Law on Temporary Regulation of Payment of Fees for the Public Media Service, Bill on the Confirmation of the Agreement on Joint Procurement of Medical Supplies, Bill amending the Law on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building Permit for the Realisation of Project “Belgrade Waterfront”, Bill on the Confirmation of the Agreement amending and modifying the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Reciprocal Travel of Citizens, Bill on the Establishment of Guarantee Scheme as an Economic Support Measure to Mitigate the Consequences of the COVID-19 Disease caused by the SARS-CoV-2 Virus, and the Bill on the Confirmation of the Connected School in Serbia Financial Agreement between the Republic of Serbia and the European Investment Bank.

On Voting Day, the National Assembly also adopted the Proposal of Candidates for Fiscal Council Member, submitted by the Governor of the National Bank of Serbia, electing Bojan Dimitrijevic to the post who then proceeded to take the oath of office.

The MPs also adopted the List of candidates for member of the Council of the Regulatory Authority for Electronic Media, submitted by the Culture and Information Committee, and elected Olivera Zekic and Aleksandra Jankovic by majority vote.

The National Assembly also passed the Proposal of the Decision on the election of member of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending, electing Dr Miladin Kvacevic to a five-year term.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020.
