Seventh Sitting of the Foreign Affairs Committee

The seventh sitting of the Foreign Affairs Committee, held on 27 January, was convened at the request of six Committee members from the Democratic Party of Serbia and the Serbian Radical Party, under article 77 of the National Assembly Rules of Procedure.



The seventh sitting of the Foreign Affairs Committee, held on 27 January, was convened at the request of six Committee members from the Democratic Party of Serbia and the Serbian Radical Party, under article 77 of the National Assembly Rules of Procedure. They requested a discussion on the responsibility of the Foreign Committee Chairman, Prof. Dr Dragoljub Micunovic for the violation of the National Assembly Rules of Procedure and autocratic interpretation of his authority and competence under the Rules of Procedure.

Elaborating the request to hold the sitting, Committee Deputy Chairman Milos Aligrudic deemed the Committee Chairman is responsible for the fact that the National Assembly does not have a delegation at the current session of the Council of Europe Parliamentary Assembly in Strasbourg. He read the letter the National Assembly Speaker Slavica Djukic-Dejanovic sent to the Council of Europe Secretariat on 16 January, stating that the Proposal of the Decision on determining the composition of standing delegations of the National Assembly of the Republic of Serbia to international parliamentary institutions is in procedure and that the mandates and erstwhile delegations can be verified.

Aligrudic stressed that it is in Serbia’s interest to maintain its continuity of presence at the sessions of the Council of Europe PA, its committees and deputy groups.

Chairman Micunovic said that there have never been any problems when electing delegations before and that he expected that the National Assembly Speaker had ascertained the Proposal of this Decision with the deputy groups’ heads.

Responding to criticism, Chairman Micunovic stressed that the Parliament Speaker asked him for his opinion on the legitimacy of the erstwhile delegation, but that after consulting the Council of Europe Handbook, he concluded that the delegation would not be legitimate because it does not take into consideration the composition of the National Assembly, meaning it is not proportional to the ratio of power in the current Assembly convocation.

The sitting was chaired by Prof. Dr Dragoljub Micunovic, Committee Chairman.
