Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of 158 MPs, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, for Tuesday, 12 June, starting at 10 am.


Before commencing the proceedings the heads i.e. authorized representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Djordje Vukadinovic, Sonja Pavlovic, Nada Lazic, Marko Djurisic, Dr Branislav Mihajlovic, Balsa Bozovic, Tatjana Macura, Bosko Obradovic, Marijan Risticevic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The request to hold the session specified the following agenda:

  1. Bill amending and modifying the Law on Local Self-Government, submitted by the Government;
  2. Bill amending and modifying the Law on State Administration, submitted by the Government;
  3. Bill amending and modifying the Law on Civil Registry Books, submitted by the Government;
  4. Bill amending and modifying the Law on Public Agencies, submitted by the Government;
  5. Bill on Salaries of Employees of Public Agencies and Other Organizations Founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit, submitted by the Government;
  6. Bill amending and modifying the Law on National Councils of National Minorities, submitted by the Government;
  7. Bill amending and modifying the Law on Protection of Rights and Freedoms of National Minorities, submitted by the Government;
  8. Bill amending and modifying the Law on Official Use of Languages and Scripts, submitted by the Government;
  9. Bill amending and modifying the Law on Territorial Organization of the Republic of Serbia, submitted by MPs Studenka Kovacevic, Miletic Mihajlovic, Dr Darko Laketic and MA Dejan Radenkovic;
  10. Bill on the Confirmation of the Additional Protocol to the European Charter of Local Self-Government on the Right to Participate in the Affairs of a Local Authority, submitted by the Government;
  11. Proposal for the Election of Governor of the National Bank of Serbia, submitted by the President of the Republic of Serbia;
  12. Proposal for the Election of Vice-Governor of the National Bank of Serbia, submitted by the Governor of the National Bank of Serbia,
  13. Election of Anti-Corruption Agency Board Members, at the proposal of:
    - Ombudsman and Commissioner for Information of Public Importance and Personal Data Protection,
    - Journalists’ Association of Serbia and Independent Journalists’ Association of Serbia, by mutual agreement;
  14. Proposal of the Decision on the Election of Court Presidents, submitted by the High Judicial Council.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on all the items on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on items 1 to 14 on the agenda, which were presented by representatives of the submitters Minister of Public Administration and Local Self-Government Branko Ruzic, High Judicial Council member Ivan Jovicic and MP Studenka Kovacevic of the Serbian Progressive Party Parliamentary Group.

For the remainder of the day the National Assembly conducted the joint debate in principle and single debate on items 1 to 14 on the agenda.

On the second day of the proceedings, 13 June, the National Assembly continued and completed the joint debate in principle and single debate on all the items on the agenda.

On the third day of the proceedings, 15 June, the National Assembly commenced a debate in detail on item 1 on the agenda – Bill amending and modifying the Law on Local Self-Government.

The session was attended by Minister of Public Administration and Local Self-Government Branko Ruzic.

As the National Assembly had completed the single debate on items 10 to 14 on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Friday, 15 June, as Voting Day on items 10 to 14 on the agenda for the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature viz. Bill on the Confirmation of the Additional Protocol to the European Charter of Local Self-Government on the Right to Participate in the Affairs of a Local Authority, Proposal for the Election of Governor of the National Bank of Serbia, Proposal for the Election of Vice-Governor of the National Bank of Serbia, Election of Anti-Corruption Agency Board Members and the Proposal of the Decision on the Election of Court Presidents, starting at 2 pm.

Voting Day on items 10 to 14 on the agenda

On Voting Day, 15 June, the National Assembly passed the Bill on the Confirmation of the Additional Protocol to the European Charter of Local Self-Government on the Right to Participate in the Affairs of a Local Authority, submitted by the Government.

The National Assembly went on to elect Dr Jorgovanka Tabakovic Governor of the National Bank of Serbia at the proposal of the President of the Republic of Serbia, and Zeljko Jovic Vice-Governor of the National Bank of Serbia at the proposal of the Governor of the National Bank of Serbia.

The National Assembly also elected two members of the Anti-Corruption Agency Board: Janko Lazarevic at the proposal of the Ombudsman and Zivojin Rakocevic at the proposal of the Journalists’ Association of Serbia and Independent Journalists’ Association of Serbia, by mutual agreement.

The National Assembly then proceeded to adopt the Proposal of the Decision on the Election of Court Presidents, submitted by the High Judicial Council.

For the remainder of the day, the National Assembly conducted a debate in detail on item 1 on the agenda.

On the fourth day of the proceedings, 18 June, the National Assembly continued the debate in detail on the Bill amending and modifying the Law on Local Self-Government.

On the fifth day, 19 June, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Djordje Vukadinovic, Aleksandar Stevanovic, Miroslav Aleksic, Dr Ana Stevanovic, Marinika Tepic, Marija Janjusevic, MA Aleksandra Jerkov, Marijan Risticevic, Dr Danica Bukvic, Aleksandar Seselj and Miodrag Linta requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and completed the debate in detain on items 1 to 9 on the agenda.

As the National Assembly had completed the debate in principle and in detail on items 1 to 9 on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Wednesday, 20 June, as Voting Day on items 1 to 9 on the agenda of the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 10 am.

Voting Day on items 1 to 9 on the agenda

On Voting Day, 20 June, the MPs passed the Bill amending and modifying the Law on Local Self-Government, Bill amending and modifying the Law on State Administration, Bill amending and modifying the Law on Civil Registry Books, Bill amending and modifying the Law on Public Agencies and the Bill on Salaries of Employees of Public Agencies and Other Organizations Founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit, submitted by the Government, by majority vote.
The National Assembly also passed the Bill amending and modifying the Law on National Councils of National Minorities, Bill amending and modifying the Law on Protection of Rights and Freedoms of National Minorities and the Bill amending and modifying the Law on Official Use of Languages and Scripts, submitted by the Government.

On Voting Day, by majority vote, the MPs also passed the Bill amending and modifying the Law on Territorial Organization of the Republic of Serbia, submitted by MPs Studenka Kovacevic, Miletic Mihajlovic, Dr Darko Laketic and MA Dejan Radenkovic.

The Chair, National Assembly Deputy Speaker Djordje Milicevic greeted, on the behalf of the MPs and himself, a group of Serb national minority children from Pakrac and Karlovac County who followed part of the National Assembly sitting from the gallery of the Grand Hall.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.
