Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, for Wednesday, 2 October, starting at 10 am.


The National Assembly ascertained the following agenda:

  1. Bill amending and modifying the Republic of Serbia 2019 Budget Law, submitted by the Government;
  2. Bill amending and modifying the Budget System Law, submitted by the Government;
  3. Bill amending and modifying the Value Added Tax Law, submitted by the Government;
  4. Bill on State Aid Control, submitted by the Government;
  5. Bill on Accounting, submitted by the Government;
  6. Bill on Auditing, submitted by the Government;
  7. Bill amending and modifying the Law on Deposit Insurance, submitted by the Government;
  8. Bill on Open-Ended Investment Funds with a Public Offering, submitted by the Government; and
  9. Bill on Alternative Investment Funds, submitted by the Government.
The National Assembly accepted the proposal of MP Maja Gojkovic to complete a joint debate in principle on items 1, 2 and 3, joint debate in principle on items 4, 5 and 6 and a joint debate in principle on items 7, 8 and 9 on the agenda.

The National Assembly then commenced a joint debate in principle on thе Bill amending and modifying the Republic of Serbia 2019 Budget Law, Bill amending and modifying the Budget System Law and the Bill amending and modifying the Value Added Tax Law.

The bills were presented by Minister of Finance Sinisa Mali as representative of the submitter.

For the remainder of the day the MPs conducted and concluded the joint debate in principle on items 1, 2 and 3 on the agenda.

On the second day of the proceedings, 3 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Vladimir Djuric, Dr Vesna Ivkovic, Vjerica Radeta and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to commence a joint debate in principle on the Bill on State Aid Control, Bill on Accounting and the Bill on Auditing.

The bills were presented by Minister of Finance Sinisa Mali as representative of the submitter.

For the remainder of the day the National Assembly conducted and concluded the joint debate in principle on items 4, 5 and 6 on the agenda.

On the third day of the proceedings, 4 October, the National Assembly commenced a joint debate in principle on Bill amending and modifying the Law on Deposit Insurance, Bill on Open-Ended Investment Funds with a Public Offering and the Bill on Alternative Investment Funds, submitted by the Government.

The bills were presented by Minister of Finance Sinisa Mali and Minister of Agriculture, Forestry and Water Management Branislav Nedimovic as representatives of the submitter.

For the remainder of the day the National Assembly conducted and concluded the joint debate in principle on items 7, 8 and 9.

On the fourth day of the proceedings, 7 October, before recess, the National Assembly completed a debate in detail on the Bill amending and modifying the Republic of Serbia 2019 Budget Law, Bill amending and modifying the Budget System Law and the Bill amending and modifying the Value Added Tax Law.

Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Nevenka Kostadinova elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, who then took the oath of office.

As the National Assembly completed a debate in principle and in detail on the first three items on the agenda, pursuant to Article 87, paragraph 5 of the National Assembly Rules of Procedure, National Assembly Speaker Maja Gojkovic set Monday, 7 October, as Voting Day on items 1, 2 and 3 on the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 3 pm

Voting Day on items 1, 2 and 3 on the agenda

On Voting Day, 7 October, the National Assembly passed the Bill amending and modifying the Republic of Serbia 2019 Budget Law, Bill amending and modifying the Budget System Law and the Bill amending and modifying the Value Added Tax Law by majority vote.

On the fifth day of the proceedings, 8 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Vladimir Djuric, Djordje Vukadinovic, Dr Sci.med Danica Bukvic and Dr Boban Birmancevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly completed a debate in detail on items 4, 5, 6 and 7 on the agenda viz. Bill on State Aid Control, Bill on Accounting, Bill on Auditing and Bill amending and modifying the Law on Deposit Insurance.

On the sixth day of the proceedings, 9 October, the National Assembly commenced and by the end of the day completed a debate in detail on the Bill on Open-Ended Investment Funds with a Public Offering and the Bill on Alternative Investment Funds.

As the National Assembly had completed a debate in principle and in detail on the remaining six items on the agenda, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Thursday, 10 October, as Voting Day on items 4 to 9 on the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 11.15 am.

On Voting Day, 10 October, by majority vote, the National Assembly passed the Bill on State Aid Control, Bill on Accounting, Bill on Auditing, Bill amending and modifying the Law on Deposit Insurance, Bill on Open-Ended Investment Funds with a Public Offering and Bill on Alternative Investment Funds, submitted by the Government.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Veroljub Arsic concluded the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.
