Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 9 March 2021, starting at 10 am.


Before adopting the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Mirsad Hodzic, Sanja Jefic Brankovic, Djordje Milicevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Bill on the Confirmation of the Grain Trade Convention, 1995, submitted by the Government;
  2. Bill on the Confirmation of the Security Cooperation Agreement between the Government of the Republic of Serbia and the Government of the State of Palestine, submitted by the Government;
  3. Proposal of the Decision on the Election of Chairman, Deputy Chairman and embers of the Regulatory Authority for Electronic Media and Postal Services Managing Board, submitted by the Government;
  4. Proposal of Candidates for the Election of Members of the Anti-Corruption Agency Council, submitted by the Minister of Justice; and
  5. Republic of Serbia Energy Agency 2019 Activity Report, accompanied by the Conclusion of the Committee on the Economy, Regional Development, Trade, Tourism and Energy.
On behalf of the submitter, the bills were presented by Minister of the Interior Aleksandar Vulin.

The National Assembly accepted the proposal of MP Dr Alaksandar Martinovic to complete a joint single debate on items 1 and 2 and a joint single debate on items 3 and 4 on the agenda.

The National Assembly then began the joint single debate on items 1 and 2 on the agenda.

In the course of the sitting, National Assembly Deputy Speaker Elvira Kovacs informed the MPs about the reception of the resignation of Zarko Micin to the post of MP and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues on its consideration of said resignation and consequent determination that it falls within the situation set out in article 88, paragraph 1, item 2 of the Law on Election of MPs, according to which resignation is listed as a reason for the termination of an MP’s term of office before the expiry of the term they were elected for, followed by a proposal that the National Assembly note the termination of the abovementioned MP’s term of office. The vacant seat in the National Assembly will be filled in line with the Law on Election of MPs.

By the end of the day, the National Assembly concluded the joint single debate on items 1 and 2 on the agenda.

On the second day of the proceedings, 10 March, the National Assembly commenced a joint single debate on the Proposal of the Decision on the Election of Chairman, Deputy Chairman and embers of the Regulatory Authority for Electronic Media and Postal Services Managing Board, submitted by the Government, and the Proposal of Candidates for the Election of Members of the Anti-Corruption Agency Council, submitted by the Minister of Justice.

Items 3 and 4 of the agenda were presented by Tatjana Matic, Minister of Trade, Tourism and Telecommunications, and Maja Popovic, Minister of Justice.

By the end of the day the National Assembly had completed the joint single debate on items 3 and 4 of the agenda

On the third day of the proceedings, 11 March 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Zagorka Aleksic, Zoltan Pek, Djordje Milicevic and Mihailo Jokic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Afterwards, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27 paragraph 5 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Jelena Kocic, elected from the ALEKSANDAR VUCIC – FOR OUR CHILDREN Electoral List, after which the new MP took the oath of office.

The MPs then proceeded to complete a debate on the Republic of Serbia Energy Agency 2019 Activity Report, accompanied by the Conclusion of the Committee on the Economy, Regional Development, Trade, Tourism and Energy.

The Report was presented by Director and member of the Energy Agency Dejan Popovic.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Speaker Ivica Dacic set Thursday, 11 March 2021, as Voting Day on the items on the agenda of the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 6.20 pm.

Voting Day

On Voting Day, 11 March 2021, the National Assembly adopted the Bill on the Confirmation of the Grain Trade Convention, 1995, and the Bill on the Confirmation of the Security Cooperation Agreement between the Government of the Republic of Serbia and the Government of the State of Palestine, submitted by the Government.

The MPs also passed, by majority vote, the Proposal of the Decision on the Election of Chairman, Deputy Chairman and embers of the Regulatory Authority for Electronic Media and Postal Services Managing Board, submitted by the Government. National Assembly Speaker Ivica Dacic congratulated them and wished them success.

The National Assembly then elected five Anti-Corruption Agency Council members out of the 18 candidates nominated by Minister of Justice Maja Popovic: Stevo Bajic, Danica Marinkovic, Doc. dr Milos Stankovic, Biljana Pavlovic and Tamara Misic. National Assembly Speaker Ivica Dacic congratulated them and wished them success.

The National Assembly also adopted the Conclusion Proposal of the Committee on the Economy, Regional Development, Trade, Tourism and Energy to the reviewed Republic of Serbia Energy Agency 2019 Activity Report.

As the National Assembly had completed the debate on the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021.
