Second Sitting of the Committee on Kosovo-Metohija

At the sitting held on 16 December 2020, the Committee on Kosovo-Metohija considered the current situation in Kosovo-Metohija from the aspect of potential threats to the security of Serbian people, based on information submitted by the Office for Kosovo and Metohija, Ministry of the Interior, Ministry of Defence and the Security-Information Agency.


The Committee noted that the position of the Serbian people in Kosovo-Metohija is characterized by physical, institutional, general legal, property-related legal, economic and health insecurity. Citizens of Serbian nationality are not able to achieve full personal and property security, or complete freedom of movement and residence. Protection of human rights and freedom of movement is insufficient, as evidenced by the minimal number of Serbs and other displaced persons who returned to the territory of AP Kosovo-Metohija, and the returnees are constantly faced with threats and attacks by the Albanian population. In the course of 2020, 63 cases of ethnically motivated attacks on the Serb population were recorded in the area of AP Kosovo-Metohija.

One of the ways in which the Serb population is being pressured is the insistence of the Provisional Institutions of Self-Government (PISG) in Pristina on prosecuting the Serb and non-Albanian populations for alleged war crimes, without concrete evidence of the crimes.

The inadequate protection of the basic human rights of members of the Serb people by the international security forces, Kosovo police and other Kosovo institutions contributes to ethnic violence and intimidation of Serbs.

The PISG in Kosovo-Metohija do not intend to stop attacks on the security and property of Serbs, which is why the threat to the security of our people in Kosovo-Metohija is expected to continue. Of particular concern are the provocations by which Pristina is trying to trigger a reaction from the Serbian side in Kosovo-Metohija, which would result in incidents, which Pristina would use to establish "sovereignty" on the entire territory of Kosovo-Metohija, i.e. to take over the energy resources in the north.

The process of transformation of the Kosovo Security Force into "armed" forces is a threat to the security of the Republic of Serbia and the Serbian people in Kosovo-Metohija, primarily due to the increase in the number and planned procurement of weapons of larger calibre, the development of the intelligence component and cyber capacity. Increasingly aggressive and significantly intensified action of the so-called Kosovo intelligence agency towards northern Kosovo, primarily the creation of an agency network among Serbs in northern Kosovo, further endangers the security of the Serb people.

The pronounced political crisis in Kosovo-Metohija may affect the postponement of the dialogue between Belgrade and Pristina and the establishment of the Community of Serb Municipalities.

The arrests of indicted former members of the Kosovo Liberation Army charged with crimes against humanity and war crimes, have caused growing dissatisfaction among Kosovo Albanians, which could jeopardize the security of Serbs. It is especially worrying that money is being collected in the Albanian diaspora to finance Albanian extremist groups from the territory of Kosovo-Metohija and from Albania with the aim of organizing protests in Kosovo-Metohija and in the south of central Serbia because of the actions of the Specialist Chambers. Such protests can be used to attack the Serbian people. The activities of the radical wing of the Wahhabi movement are one of the most common threats in Kosovo-Metohija. Returnees from the jihad battlefields of Iraq and Syria pose a special risk of potential terrorist actions.

The Committee concluded that the security situation in Kosovo-Metohija is complex, has been unstable for a long time and is constantly tense, which contributes to the endangerment of personal and property security of the Serbian people, high levels of corruption and organized crime, religious extremism, political tensions and the spread of the corona virus. The security situation will remain sensitive and unpredictable. The main security risk are possible unilateral actions of the PISG in Pristina in the north of Kosovo-Metohija or in other Serbian areas, directed against the Serbian people.
