Second Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature

At the request of 106 MPs, the Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the Second Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature for Saturday, 24 February 2023, starting at 10 am.


The following agenda was set for the sitting:

  1. Bill amending the Law on Central Register of Real Owners, submitted by the Government;
  2. Bill on the Confirmation of Universal Postal Union Acts, submitted by the Government;
  3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Eswatini on Cultural and Educational Cooperation, submitted by the Government;
  4. Bill on the Confirmation of the Agreement on Cooperation between the Government of the Republic of Serbia and the Government of the Republic of Gabon in the Field of Science, Technology, Education and Culture, submitted by the Government;
  5. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina on the Manner of Financing and Drafting of Project Technical Documentation, Conduct of Administrative Procedures for Environmental Impact Assessment, Issuance of Location Conditions, Consents and Construction Permits for Project “Hydrotechnical and Excavation Works on the Arrangement of Critical Waterway Section – the Confluence of the Drina and Sava”, submitted by the Government;
  6. Bill on the Confirmation of the Serbia Corridor X Railways FL - Global Gateway Finance Contract between the Republic of Serbia and the European Investment Bank, submitted by the Government;
  7. Bill on the Confirmation of the Loan Agreement (Serbia Rail Corridor X – Belgrade to Nis Section) Between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
  8. Bill on the Confirmation of the Serbian Inland Waterway Infrastructure B Finance Contract between the Republic of Serbia and the European Investment Bank, submitted by the Government;
  9. Proposal of the Decision amending and modifying the Decision on the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations outside of the Republic of Serbia Borders, submitted by the Government;
  10. Anti-Corruption Agency’s 2021 Regular Annual Report and the Report in the execution of the Revised Action Plan for Chapter 23 – Subchapter Fight Against Corruption, submitted by the Anti-Corruption Agency, accompanied by the Committee on the Judiciary, Public Administration and Local Self-Government Conclusion Proposal of 26 December 2022;
  11. Commissioner for Information of Public Importance and Personal Data Protection 2021 Activity Report, submitted by the Commissioner for Information of Public Importance and Personal Data Protection, accompanied by the Committee on the Judiciary, Public Administration and Local Self-Government Conclusion Proposal of 26 December 2022;
  12. Ombudsman’s 2021 Regular Annual Report, submitted by the Ombudsman, accompanied by the Committee on Human and Minority Rights and Gender Equality Conclusion Proposal of 22 December 2022 and the Committee on the Judiciary, Public Administration and Local Self-Government Conclusion Proposal of 26 December 2022;
  13. Commissioner for Protection of Equality 2021 Regular Annual Report, submitted by the Commissioner for Protection of Equality, accompanied by the Committee on Human and Minority Rights and Gender Equality Conclusion Proposal of 22 December 2022;
  14. Anti-Corruption Agency 2021 Activity Report, submitted by the Anti-Corruption Agency, accompanied by the Committee on Finance, State Budget and Control of Public Spending Conclusion Proposal of 16 December 2022;
  15. Energy Agency 2021 Annual Activity Report, submitted by the Energy Agency of the Republic of Serbia, accompanied by the Committee on the Economy, Regional Development, Trade, Tourism and Energy Conclusion Proposal of 4 November 2022;
  16. Commission for Protection of Competition 2021 Annual Activity Report, submitted by the Commission for Protection of Competition, accompanied by the Committee on the Economy, Regional Development, Trade, Tourism and Energy Conclusion Proposal of 4 November 2022;
  17. Fiscal Council 2021 Activity Report, submitted by the Fiscal Council, accompanied by the Committee on Finance, State Budget and Control of Public Spending Conclusion Proposal of 24 October 2022;
  18. Republic Commission for Protection of Rights in Public Procurement Procedures Activity Report for the period 1 January 2021 – 31 December 2021, submitted by the Republic Commission for Protection of Rights in Public Procurement Procedures, accompanied by the Committee on Finance, State Budget and Control of Public Spending Conclusion Proposal of 11 October 2022;
  19. 2021 Report on Monitoring Conducted by the Public Procurement Office, submitted by the Public Procurement Office, accompanied by the Committee on Finance, State Budget and Control of Public Spending Conclusion Proposal of 11 October 2022;
  20. State Audit Institution 2021 Activity Report, submitted by the, accompanied by the Committee on Finance, State Budget and Control of Public Spending Conclusion Proposal of 4 October 2022;
  21. Commission for State Aid Control 2021 Activity Report, submitted by the Commission for State Aid Control, accompanied by the Committee on Finance, State Budget and Control of Public Spending Conclusion Proposal of 29 November 2022;
  22. Securities Commission 2021 Annual Report, submitted by the Securities Commission, accompanied by the Committee on Finance, State Budget and Control of Public Spending Conclusion Proposal of 29 September 2022;
  23. Regulatory Authority for Electronic Communications and Postal Services (RATEL) 2021 Activity Report, submitted by the Regulatory Authority for Electronic Communications and Postal Services, accompanied by the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications Conclusion Proposal of 24 November 2022;
  24. Proposal of Candidates for Anti-Corruption Agency Director, submitted by the Minister of Justice;
  25. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the PUPS – Solidarity and Justice Parliamentary Group;
  26. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the IVICA DACIC – Socialist Party of Serbia (SPS) Parliamentary Group.
The MPs accepted the proposal of Dr Vladimir Orlic to complete a joint debate in principle and single debate on items 1 to 26 on the agenda.

The National Assembly proceeded to commence the joint debate in principle and single debate with the bills and reports being presented by Minister of Justice Maja Popovic, Deputy Prime Minister and Minister of Defence Milos Vucevic, Minister of Construction, Transport and Infrastructure Goran Vesic, Minister of Information and Telecommunications Dr Mihailo Jovanovic, Commissioner for Protection of Equality Brankica Jankovic, Commissioner for Information of Public Importance and Personal Data Protection Milan Marinovic, Deputy Ombudsman Jelena Stojanovic, President of the Council of the State Audit Institution Dr Dusko Pejovic, Chairman of the Managerial Board of the Regulatory Authority for Electronic Communications and Postal Services Dragan Kovacevic, President of the Commission for Protection of Competition Nebojsa Peric, Director of the Public Procurement Office Sandra Damcevic, President of the Commission for State Aid Control Vladimir Antonijevic and Deputy President of the Republic Commission for Protection of Rights in Public Procurement Procedures Vesna Gojkovic Milin.

For the remainder of the day the National Assembly conducted the joint debate in principle and single debate on items 1 to 26 on the agenda.

On the second day of the proceedings, 25 February 2023, the National Assembly continued and for the remainder of the day conducted the joint debate in principle and single debate on items 1 to 26 on the agenda.

On the third day of the proceedings, 27 February 2023, the National Assembly commenced the debate in detail on the Bill amending the Law on Central Register of Real Owners.

In the course of the workday, National Assembly Speaker Dr Vladimir Orlic greeted, on the behalf of the MPs and his own behalf, the students of the Faculty of Law, University of Belgrade, who watched part of the sitting from the gallery of the Grand Hall of the National Assembly House.

By the end of the day, the National Assembly completed the debate in detail on the Bill amending the Law on Central Register of Real Owners.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Speaker Dr Vladimir Orlic set Monday, 27 February 2023, as Voting Day on all the items on the agenda of the Second Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature, starting at 3 pm.

Voting Day

On Voting Day, 27 February 2023, the National Assembly adopted, by majority vote, the Bill amending the Law on Central Register of Real Owners.

The MPs went on to adopt the Conclusion Proposal on the reviewed Anti-Corruption Agency’s 2021 Regular Annual Report and the Report in the execution of the Revised Action Plan for Chapter 23 – Subchapter Fight Against Corruption, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government and the Conclusion Proposal on the reviewed Commissioner for Information of Public Importance and Personal Data Protection 2021 Activity Report, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

The National Assembly also adopted the Conclusion Proposal on the reviewed Ombudsman’s 2021 Regular Annual Report, submitted by the Committee on Human and Minority Rights and Gender Equality Conclusion Proposal and the Committee on the Judiciary, Public Administration and Local Self-Government and the Conclusion Proposal on the reviewed Commissioner for Protection of Equality 2021 Regular Annual Report, submitted by the Committee on Human and Minority Rights and Gender Equality Conclusion Proposal.

The MPs then adopted the Conclusion Proposal on the reviewed Anti-Corruption Agency 2021 Activity Report, submitted by the Committee on Finance, State Budget and Control of Public Spending, Conclusion Proposal on the reviewed Energy Agency 2021 Annual Activity Report, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy, Conclusion Proposal on the reviewed Commission for Protection of Competition 2021 Annual Activity Report, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy, Conclusion Proposal on the reviewed Fiscal Council 2021 Activity Report, submitted by the Committee on Finance, State Budget and Control of Public Spending, Conclusion Proposal on the reviewed Republic Commission for Protection of Rights in Public Procurement Procedures Activity Report for the period 1 January 2021 – 31 December 2021, submitted by the Committee on Finance, State Budget and Control of Public Spending Conclusion Proposal on the reviewed 2021 Report on Monitoring Conducted by the Public Procurement Office, submitted by the Committee on Finance, State Budget and Control of Public Spending, Conclusion Proposal on the reviewed State Audit Institution 2021 Activity Report, submitted by the Committee on Finance, State Budget and Control of Public Spending, Conclusion Proposal on the reviewed Commission for State Aid Control 2021 Activity Report, submitted by the Committee on Finance, State Budget and Control of Public Spending, Conclusion Proposal on the reviewed Securities Commission 2021 Annual Report, submitted by the Committee on Finance, State Budget and Control of Public Spending and the Conclusion Proposal on the reviewed Regulatory Authority for Electronic Communications and Postal Services (RATEL) 2021 Activity Report, submitted by the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications.

On Voting Day, by 145 votes, the National Assembly elected Dejan Damnjanovic, Bachelor of Laws from Belgrade, Director of the Anti-Corruption Agency, to whom National Assembly Speaker Dr Orlic wished success, on behalf of the MPs and on his own behalf.

The MPs then went on to adopt the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the PUPS – Solidarity and Justice Parliamentary Group and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the IVICA DACIC – Socialist Party of Serbia (SPS) Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Vladimir Orlic concluded the Second Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature.
