Ninth Sitting of the Legislative Committee

At the ninth sitting, held on 6 October, the Legislative Committee discussed in principle several bills submitted by the deputies and the Government of the Republic of Serbia.



At the ninth sitting, held on 6 October, the Legislative Committee discussed in principle several bills submitted by the deputies and the Government of the Republic of Serbia.

The Committee discussed the bills on the Confirmation of the International Convention against Doping in Sport; on loan abeyance and write-off on grounds of mandatory health insurance contribution; on associations; on the cooperation with the International Criminal Court; on the Contract of Guarantee between the Republic of Serbia and the European Bank for Reconstruction and Development “Belgrade Highway and Bypass”; on the Confirmation of the Contract between the Republic of Serbia and the European Investment Bank “Belgrade Bypass”; on the Confirmation of the Framework Contract of Loan concluded between the Republic of Serbia and the Council of Europe; on public purchases; on amendments and modifications of the Law on the market of securities and other financial instruments.

The Committee also discussed the bills on granting a debt guarantee by the Republic of Serbia to the German financial institution KWF for PC “Electroeconomy of Serbia” (Environmental protection measures in lignite-fired thermal power plants); on amendments and modifications of the Law on Postal services; on the Confirmation of the Agreement between Serbia and Montenegro and the European Community on certain aspects of air services; on the Confirmation of the Convention for the unification of certain rules relating to international carriage by air. The members of the Legislative Committee also discussed the Bill on the Confirmation of the Multilateral agreement between the European Community and its members states, the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, Former Yugoslav Republic of Macedonia, the Republic of Iceland, the Republic of Montenegro, the Kingdom of Norway, Romania, the Republic of Serbia and the United Nations Interim Administration Mission in Kosovo (in line with UN Security Council Resolution 1244 from 10 June 1999) on establishing a common European airspace. The Committee also discussed the bills amending and modifying the Law on civil servants and on the prevention of money laundry and financing terrorism, submitted by the Government, the Proposal of the Resolution of the National Assembly of the Republic of Serbia on the elements of state policy towards Kosovo-Metohija, submitted by deputy Cedomir Jovanovic, as well as the Proposal of the Decision of the National Assembly of the Republic of Serbia on the protection of sovereignty, territorial integrity and constitutional order of the Republic of Serbia, submitted by a Group of 108 deputies.

The sitting was chaired by the Committee Chairman Vlatko Ratkovic, and was attended on the behalf of the submitters by representatives of the Ministry of State Administration and Local Self-Government, Ministry of Telecommunications and Information Society, Ministry of Youth and Sports and Ministry of Finance.

The Committee members ruled by a majority of votes that the bills submitted by the Government are in line with the Constitution and legal order of the Republic of Serbia. The Committee also ruled that the Proposal of the Decision of the National Assembly of the Republic of Serbia on the protection of sovereignty, territorial integrity and constitutional order of the Republic of Serbia, submitted by a Group of 108 deputies is in line with the Constitution and legal order of the Republic of Serbia. After a brief discussion on the Proposal of the Resolution of the National Assembly of the Republic of Serbia on the elements of state policy towards Kosovo-Metohija, submitted by deputy Cedomir Jovanovic, the Committee members decided to rule on this Proposal at the next sitting.
