Ninth Sitting of the Defence and Internal Affairs Committee

At the sitting held on 4 December, the members of the Defence and Internal Affairs Committee considered 12 bills submitted by the Government.


The sitting was attended by State Secretary at the Ministry of the Interior Milisav Milickovic, Chief of Police Vladimir Rebic and acting secretary at the Ministry of the Interior Milica Catic who presented the bills.

The Bill on the Unique Master Citizen Number is going to update the existing records on Serbian nationals which is essential for the exercise of their inherent rights as well as the operation of the state authorities, said Milica Catic adding that it would provide the groundwork for eGovernment and its efficiency.

The Bill on Records and Data Processing in the Field of Internal Affairs will make it possible to pool all the personal data in the possession of the Ministry of the Interior for the first time, adding that the confidentiality of the data processed by the Ministry complies with European standards.

Speaking of the Bill on National DNA Database, the acting secretary at the Ministry of the Interior said that it would facilitate criminal proceedings and ensure full protection of the human rights and freedoms guaranteed by the Constitution and international documents.

The Bill on Asylum and Temporary Protection provides a more detailed definition of certain tenets and institutes and boost the efficiency of the asylum procedure, eliminating some of the obstacles, said Milica Catic.

Catic stressed that the Bill amending and modifying the Law on Public Peace and Order concerns the punitive measures, while the Bill amending and modifying the Law on Road Traffic Safety is an attempt to use stricter punishments to raise public awareness and increase responsibility among drivers.

The Bill amending and modifying the Law on Police enables a more efficient implementation of the 2016 law by elaborating on some of its tenets, said Catic.

The Bill amending the Law on Citizenship of the Republic of Serbia reduces and simplifies the relevant administrative procedures.

The Bill on Border Control enables harmonization with EU standards and regulations and enhances combating cross-border crime, said Catic, while the Bill on Foreigners, in addition to the harmonization with EU directives, also rectifies the flaws perceived in the existing law.

Acting secretary at the Ministry of the Interior Milica Catic also presented the Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina in the Protection against Natural and Other Disasters and the Bill on the Confirmation of the Working Arrangement between the Ministry of the Interior of the Republic of Serbia and the European Union Agency for Law Enforcement Training (CEPOL).

Following a debate, the Committee adopted all the bills presented at the sitting.

The sitting was chaired by Committee Chairperson Marija Obradovic, and was attended by the following Committee members and deputy members: Borisav Kovacevic, Gordana Comic, Nenad Mitrovic, Stefana Miladinovic, Krsto Janjusevic, Prof. Dr Zoran Dragisic, Bozidar Delic, Aleksandar Markovic, MA Milovan Drecun and Jasmina Obradovic.
