Ninth Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 29 November 2022, before adopting the agenda, at the proposal of the Committee Chairman, by majority vote, the members of the Committee on Finance, State Budget and Control of Public Spending decided to withdraw item 1 from the proposed agenda - Anti-Corruption Agency 2021 Activity Report as the Agency Director was unable to attend the sitting and present the Report, due to prior engagements.


At the proposal of Committee Chairman Veroljub Arsic the Committee members decided, by majority vote, pursuant to Article 76 of the National Assembly Rules of Procedure, to complete a joint single debate on items 4 and 5 on the agenda viz. granting consent to the Proposal of amendments to the Fiscal Council 2022 Financial Plan and granting consent to the Fiscal Council 2023 Financial Plan Proposal, submitted by the Fiscal Council.

The President of the Republic of Serbia Energy Agency Council Dejan Popovic presented the Republic of Serbia Energy Agency 2023 Financial Plan, after which the Committee members ascertained, by majority vote, the Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2023 Financial Plan.

The Committee members also ascertained, by majority vote, the Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2023 Financial Plan, submitted by the Regulatory Authority for Electronic Media and presented by Melina Rada, Head of the Regulatory Authority for Electronic Media financial service.

The Committee went on to ascertain, also by majority vote, the Proposal of the Decision to grant consent to the Securities Commission 2023 Financial Plan, submitted by the Securities Commission and presented by Commission President Marko Jankovic.

The Committee also granted consent, by majority vote, to the Proposal of amendments to the Fiscal Council 2022 Financial Plan and the Fiscal Council 2023 Financial Plan Proposal, submitted by the Fiscal Council and presented by Council member Bojan Dimitrijevic.

In accordance with Article 84 of the National Assembly Rules of Procedure, the Committee decided to organise a public hearing on the Republic of Serbia 2023 Budget Bill and the Bill on the Republic of Serbia 2021 Budget Final Financial Statement, on 4 December 2022, starting at noon, in the Small Hall of the National Assembly House. The Committee Chairman suggested that all the members and deputy members of the Committee, heads of the National Assembly parliamentary groups, all the National Assembly committees, the Government of the Republic of Serbia, relevant ministries, representatives of the Fiscal Council, National Bank of Serbia, State Audit Institution and other institutions and organisations, should be invited to the public hearing, as well as the expert public and representatives of civil society.

The Committee also decided to establish the Subcommittee for the Consideration of Reports on Audits Conducted by the State Audit Institution, in the following composition: Dr Aleksandra Tomic, Chairperson, and members Rozalia Okresz, Dr Svetlana Milijic, Nikola Radosavljevic and Dalibor Jekic.

The sitting was chaired by Committee Chairman Veroljub Arsic and attended by the following Committee members and deputy members: Miroslav Kondic, Tijana Davidovac, Dragan M. Markovic, Nikola Radoslavljevic, Dalibor Jekic, Miroslav Aleksic, Dr Nenad Mitrovic, Bojana Bukumirovic, Rozalia Okresz, Nebojsa Zelenovic, Zoran Stojanovic, Dr Aleksandra Tomic, Ana Beloica and Vojislav Vujic.
