Ninth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of 154 MPs, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia for Tuesday, 17 July 2018.


Before commencing the proceedings, the heads i.e. authorized representatives of the parliamentary groups, MPs Djordje Vukadinovic, Ljupka Mihajlovska, Sonja Pavlovic, Miroslav Aleksic, Branislav Mihajlovic, Marija Janjusevic, Ivan Bauer, Balsa Bozovic, Nemanja Sarovic, Djordje Komlenski and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The MPs adopted the following agenda:

  1. Bill on Human Cells and Tissues, submitted by the Government;
  2. Bill on Human Organ Transplantation, submitted by the Government;
  3. Bill amending and modifying the Law on Psychoactive Controlled Substances, submitted by the Government;
  4. Bill on the Confirmation of the Additional Protocol between the Republic of Serbia and the International Atomic Energy Agency to the Agreement between the Socialist Federal Republic of Yugoslavia and the International Atomic Energy Agency for the Application of Safeguards in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons, submitted by the Government;
  5. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
  6. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
  7. Proposal of the Decision on the termination of office of Public Prosecutor at the Basic Public Prosecutor’s Office in Negotin, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  8. Proposal of the Decision on the Election of Members of the Commission for the Control of the Execution of Criminal Sanctions, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  9. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic;
  10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.
The National Assembly commenced a joint debate in principle and single debate on items 1 to 10 on the agenda and the bills were presented by Minister of Health Zlatibor Loncar and Minister of Education, Science and Technological Development Mladen Sarcevic.

By the end of the day the MPs had concluded the joint debate in principle and single debate on all the items on the agenda.

On the second day of the session, 19 July, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Ana Stevanovic, Marinika Tepic, Tatjana Macura, Milija Miletic, Djordje Vukadinovic, Bosko Obradovic, Predrag Jelenkovic, Nedjo Jovanovic, Goran Ciric and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced a debate in detail on the Bill on Human Cells and Tissues.

In the course of the day, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office before the expiry of the term he was elected for of MP Meho Omerovic on the day he tendered his resignation.

Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Slavica Zivkovic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, who then proceeded to take the oath of office.

On the third day of the proceedings, 20 July, the National Assembly continued the debate in detail on the Bill on Human Cells and Tissues.

The Chair, National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, H.E. Yldiz Pollack-Beighle, Minister of Foreign Affairs of the Republic of Suriname, and delegation in official visit to Serbia.

For the remainder of the day the National Assembly conducted the debate in detail on item one on the agenda.

On the fourth day of the proceedings, 23 July, the National Assembly continued and by the end of the day completed the debate in detail on item one on the agenda – the Bill on Human Cells and Tissues.

The National Assembly also completed a debate in detail on items two and three on the agenda – the Bill on Human Organ Transplantation and the Bill amending and modifying the Law on Psychoactive Controlled Substances.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Tuesday, 24 July, as Voting Day on all the items on the agenda of the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 10 am.

Voting Day

On Voting Day, 24 July, by majority vote, the MPs passed the Bill on Human Cells and Tissues, Bill on Human Organ Transplantation, Bill amending and modifying the Law on Psychoactive Controlled Substances and the Bill on the Confirmation of the Additional Protocol between the Republic of Serbia and the International Atomic Energy Agency to the Agreement between the Socialist Federal Republic of Yugoslavia and the International Atomic Energy Agency for the Application of Safeguards in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons.

By majority vote, the National Assembly also passed the Proposal of the Decision on the election of judges to judicial office for the first time, Proposal of the Decision on the election of judges to judicial office for the first time, Proposal of the Decision on the termination of office of Public Prosecutor at the Basic Public Prosecutor’s Office in Negotin and the Proposal of the Decision on the Election of Members of the Commission for the Control of the Execution of Criminal Sanctions.

The MPs then went on to adopt the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.
