National Assembly Deputy Secretary General Branko Marinkovic Addresses Session of IPU Association of Secretaries General of Parliaments

National Assembly Deputy Secretary General Branko Marinkovic addressed the session of the Association of Secretaries General of Parliaments in the panel dedicated to parliamentary culture, at the 141st Assembly of the Inter-Parliamentary Union in Belgrade.

He reminded the participants of the meeting that parliamentary culture above all means parliamentary dialogue. Marinkovic pointed out that some of the rules are written and can be found in the National Assembly Rules of Procedure, others are unwritten and entail a certain degree of democratic culture, while there are also those that result from so-called institutional memory.

The National Assembly Deputy Secretary General stressed that it was vital for the dialogue to be conducted with mutual respect for all the participants and that all the participants should be aware that the MPs are official representatives of the people

“Some outbursts may be legitimate, expressed in the heat of political struggle, because the MPs are primarily politicians, but it is necessary to draw a line between what constitutes a valid means of political struggle and what is abuse of the same”, said Marinkovic.

The debate further confirmed the view that the MPs are representatives of all the citizens, regardless of whether they belong to the ruling majority or opposition, and that they are obliged to work for the benefit of all the citizens, irrespective of any political disagreements among them.
