Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, for Tuesday, 24 April, starting at 10 am.


Before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Miroslav Aleksic, Vladimir Djuric, Milija Miletic, Jelena Vujic Obradovic, Djordje Vukadinovic, Branka Stamenkovic, Jovan Jovanovic, Bosko Obradovic, Borisav Kovacevic, Radoslav Milojicic, Ivana Dinic and Goran Pekarski requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Proposal of the Decision on the Adoption of the Annual Plan for the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations in 2018, submitted by the Government;
  2. Proposal of the Decision on the Participation of Serbian Army Personnel in Multinational Operations in 2018, submitted by the Government;
  3. Bill on Military Education, submitted by the Government;
  4. Bill amending and modifying the Law on Defence, submitted by the Government;
  5. Bill amending and modifying the Law on Serbian Armed Forces, submitted by the Government;
  6. Bill on Production and Trade in Weapons and Military Equipment, submitted by the Government;
  7. Bill amending and modifying the Law on the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations outside of the Republic of Serbia Borders, submitted by the Government;
  8. Bill amending and modifying the Law on Military, Labour and Material Obligations, submitted by the Government;
  9. Bill amending and modifying the Law on Security Information Agency, submitted by the Government;
  10. Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the State of Israel on Military, Defence and Defence Industry Cooperation, submitted by the Government;
  11. Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the Republic of Greece on Cooperation within the Athens Multinational Sealift Coordination Centre (AMSCC), submitted by the Government;
  12. Bill on the Confirmation of the Aviation Cooperation Memorandum between the Government of the Republic of Serbia and the Government of the Republic of Srpska, submitted by the Government;
  13. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of Romania, submitted by the Government,
  14. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and joint single debate on items 1 to 13 on the agenda.

On the second day of the proceedings, 25 April, the National Assembly commenced the joint debate in principle and single debate on items 1 to 13 on the agenda, presented to the MPs by Minister of Defence Aleksandar Vulin.

In the course of the proceedings, the President of the Council of the State Audit Institution Dr Dusko Pejovic, Council Vice-President Bojana Mitrovic and Council members Nevenka Bojanic, Marijana Simovic and Ljiljana Dimitrijevic took the oath of office.

The MPs conducted the joint debate in principle and single debate on items 1 to 13 on the agenda for the remainder of the day.

On the third day of the proceedings, 26 April, the National Assembly continued the joint debate in principle and single debate on items 1 to 13 on the agenda.

Before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Marinika Tepic, Slavisa Ristic, Miroslav Aleksic, Bosko Obradovic, Radoslav Milojicic, Tatjana Macura, Enis Imamovic, Marijan Risticevic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the course of the sitting, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Dr Nada Kostic, elected from the Electoral List ENOUGH IS ENOUGH – SASA RADULOVIC, who then went on to take the oath of office.

On the fourth day of the proceedings, 27 April, the National Assembly continued, and by the end of the day completed, the joint debate in principle and single debate on items 1 to 13 on the agenda.

The National Assembly also completed a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group.

Pursuant to Article 87, paragraph 5 of the National Assembly Rules of Procedure, National Assembly Speaker Maja Gojkovic set Friday, 27 April, as Voting Day on items 1, 2, 10, 11, 12, 13 and 14 on the agenda for the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 3 pm.

On Voting Day, 27 April, by majority vote, the National Assembly adopted the Proposal of the Decision on the Adoption of the Annual Plan for the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations in 2018, Proposal of the Decision on the Participation of Serbian Army Personnel in Multinational Operations in 2018, Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the State of Israel on Military, Defence and Defence Industry Cooperation, Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the Republic of Greece on Cooperation within the Athens Multinational Sealift Coordination Centre (AMSCC), Bill on the Confirmation of the Aviation Cooperation Memorandum between the Government of the Republic of Serbia and the Government of the Republic of Srpska, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of Romania, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group.

On the fifth day, 3 May, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Milija Miletic, Ljupka Mihajlovska, Djordje Vukadinovic, Dr Ana Stevanovic, Bosko Obradovic, Dr Ljubinko Rakonjac, Aleksandra Cabraja, Goran Ciric and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence and for the remainder of the day conduct a debate in detail on item 3 on the agenda - Bill on Military Education.

The sitting was attended by Minister of Defence Aleksandar Vulin, representative of the submitter.

On the sixth day of the proceedings, 4 May, the National Assembly continued and for the remainder of the day conducted the debate in detail the Bill on Military Education.

On the seventh day of the proceedings, 7 May, the National Assembly continued and for the remainder of the day conducted the debate in detail the Bill on Military Education.

On the eighth day, 8 May, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Djordje Vukadinovic, Miroslav Aleksic, Olena Papuga, Ivan Kostic, Branka Stamenkovic, Tatjana Macura, Marinika Tepic, Radoslav Milojicic, Zvonimir Stevic, Djordje Komlenski and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the course of the day the National Assembly conducted and concluded a debate in detail on items 3 to 9 on the agenda.

As the National Assembly had completed a debate in principle and detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Wednesday, 9 May, as Voting Day on items 3 to 9 on the agenda of the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 10 am.

On Voting Day, 9 May, by majority vote, the National Assembly adopted the Bill on Military Education, Bill amending and modifying the Law on Defence, Bill amending and modifying the Law on Serbian Armed Forces, Bill on Production and Trade in Weapons and Military Equipment, Bill amending and modifying the Law on the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations outside of the Republic of Serbia Borders, Bill amending and modifying the Law on Military, Labour and Material Obligations, and the Bill amending and modifying the Law on Security Information Agency.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Veroljub Arsic concluded the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018.
