Fourth Sitting of the Environmental Protection Committee

At the sitting held on 28 February, the members of the Environmental Protection Committee considered the Bill on the Confirmation of the Convention on the European Forest Institute and the Bill on the Confirmation of the Doha Amendment to the Kyoto Protocol to the United Nations Framework Convention on Climate Change, submitted by the Government.


The Bill on the Confirmation of the Convention on the European Forest Institute was presented by Sasa Stamatovic, Director of the Forest Administration of the Ministry of Agriculture and Environmental Protection. The Bill needs to be passed so that Serbia could become a full member of the European Forest Institute, for which it had signed the accession treaty in 2003. In 2004, the European Forest Institute became a pan European institution founded under the Convention. By 2013 the Convention was ratified by 25 European countries which became members of the Institute. The implementation of the Convention on the European Forest Institute incurs no financial costs for the Republic of Serbia and thus requires no budgetary allocations. Following the presentation, the Committee members decided to propose that the National Assembly accept the Bill on the Confirmation of the Convention on the European Forest Institute, and appointed the Committee Chairman as rapporteur at the National Assembly sitting.

The Bill on the Confirmation of the Doha Amendment to the Kyoto Protocol to the United Nations Framework Convention on Climate Change was presented by Danijela Bozanic, Head of the Climate Change Department at the Ministry of Agriculture and Environmental Protection. The objective of the Doha Amendment is to confirm the second commitment period of the Kyoto Protocol viz. 1 January 2013 – 31 December 2020 and continue combating climate change at the global level. The Doha Amendment also contains new obligations to reduce the emissions of greenhouse gases for the Kyoto Protocol annex I signatory countries which quantifies the obligatory gas emission limitations for 38 industrially developed countries. Developing countries, Republic of Serbia among them, are not covered by the quantified emissions limitation. The implementation of the Bill on the Confirmation of the Convention on the European Forest Institute and the Bill on the Confirmation of the Doha Amendment to the Kyoto Protocol to the United Nations Framework Convention on Climate Change means no financial obligations for the Republic of Serbia. Following the presentation the Committee members decided to propose that the National Assembly accept the Bill on the Confirmation of the Doha Amendment to the Kyoto Protocol to the United Nations Framework Convention on Climate Change, and appointed Committee Chairman Dr Branislav Blazic as rapporteur at the National Assembly sitting.

Committee Chairman Branislav Blazic went on to present the Information on his meeting with the representatives of the AP Vojvodina Parliamentary Committee on Urbanism, Spatial Planning and Environmental Protection. The Committee members agreed with the Committee Chairman to have a sitting in Novi Sad to enable the two committees to exchange experiences and concentrate their environmental protection efforts.

The sitting was chaired by Committee Chairman Dr Branislav Blazic, and attended by the following Committee members and deputy members: Ivan Karic, Ivana Nikolic, Radoslav Cokic, Nenad Milic, MA Goran Cabradi, Dejan Nikolic, Borka Grubor, Prof. Dr Snezana Bogosavljevic Boskovic, Ivana Stojiljkovic, Borisav Kovazevic, Jasmina Karanac, Vladimir Petkovic and Sonja Vlahovic. The sitting was also attended by representatives of NGOs via the Green Chair civil society mechanism.
