The Chairperson of the Committee on the Rights of the Child and Speaker of the National Assembly Ana Brnabic, held the Fourth Sitting of the Committee on the Rights of the Child on 18 November 2024, with the following items on the agenda:
- Consideration of the Ministry of Family Care and Demography Activity Information for the period May - June 2024;
- Consideration of the Ministry of Family Care and Demography Activity Information for the period July - September 2024;
- Establishment of a Working Group for initiatives, petitions and proposals;
- Proposal to organise a public hearing on "The need to introduce a day care centre for children in conflict with the law, parents, school or community and the establishment of a special institution for treatment and rehabilitation" and
- Agreement to organise a public hearing regarding the "umbrella law" on children's rights and the presentation of the collection of papers of the Serbian Academy of Sciences and Arts from the scientific conference "30 years on: UN Convention on the Rights of the Child - contemporary aspects".
Minister of Family Care and Demography Milica Djurdjevic Stamenkovski briefly presented the Ministry’s activity information, given that the reports had previously been submitted to all members of the Committee for review and consideration. What was highlighted as Ministry priorities were the supervision of social work centres, work on the Strategy for the Protection of Children from Violence, and the drafting of the Rulebook of the Centre for Social Protection.
After considering the submitted Ministry activity information for the period May - June and July - September 2024, the Committee unanimously accepted both. In accordance with Article 229, paragraph 4 of the National Assembly Rules of Procedure, the Committee will submit a report to the National Assembly to inform it of the consideration and acceptance of the information.
Minister Milica Djurdjevic Stamenkovski took the opportunity to commend the work of the Committee, emphasising that this should be an example to all institutions and motivate young people to become more involved in the topic of child protection.
The sitting was adjourned after the adoption of the first two items on the agenda.

In the continuation of its fourth sitting, held on 23 December 2024, the of the Committee on the Rights of the Child set up the Working Group for initiatives, petitions and proposals.Committee Chairperson and National Assembly Speaker Ana Brnabic, proposed that the Deputy Chairperson of the Committee on the Rights of the Child, Zagorka Aleksic, be elected Head of the Working Group, and that all Committee members who had expressed interest for it should be elected members of the Working Group, namely Milija Miletic, Tatjana Petrovic Stojkovic, Natasa Ivanovic, Anita Nesic, Slavica Radovanovic, Vesna Nedovic, Dr Emese Uri and Marina Mijatovic.
The Committee adopted the Decision on the establishment of the Working Group for initiatives, petitions and proposals.
The Committee went on to adopt the Proposal to organise a public hearing on "The need to introduce a day care centre for children in conflict with the law, parents, school or community and the establishment of a special institution for treatment and rehabilitation". Chairperson Brnabic proposed that the Committee organise a public hearing in connection with the joint initiative of the Council for Minors and the Child Rights Council of the Government of the Republic of Serbia, for the establishment of a special institution for treatment and rehabilitation.
Committee member Dr Milica Marusic Jablanovic presented the Proposal to organise a public hearing. She emphasized that the proposed public hearing should be an indicator of responsibility for what is happening in society, namely for the increase in juvenile delinquency in Serbia, and that it is necessary to initiate changes to decisions on social protection at the level of local governments as soon as possible and to demand that the day care service for children in conflict with the law, parents, school or the community be included in the "umbrella" of social protection services.
Committee Chairperson and National Assembly Speaker Ana Brnabic emphasised the importance of the proposed initiative, she stressed, would have her full support, and the Committee unanimously adopted the Proposal to organise the public hearing.
Finally, the Committee members reached an agreement to organise a public hearing regarding the "umbrella law" on children's rights and the presentation of the collection of papers of the Serbian Academy of Sciences and Arts from the scientific conference "30 years on: UN Convention on the Rights of the Child - contemporary aspects"
Brnabic reminded the attending that at the previous Committee sitting, they had discussed the need to adopt a comprehensive law on children's rights, the Ministry of Family Care and Demography had submitted a comparative legal analysis of the law on child rights and the children's ombudsman and Committee member Zoran Lutovac submitted the collection of papers of the scientific conference of the Serbian Academy of Sciences and Arts.
The committee members also adopted the proposal to organise a public hearing.
