First Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature

The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the First Special Sitting of the National Assembly of the Republic of Serbia in its 14th legislature for Wednesday, 1 May 2024, starting at noon.


For the First Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature, the National Assembly Speaker ascertained an agenda bearing one item:

1.Election of the Government and oath taking by the Prime Minister and members of the Government.

In addition to the MPs and candidates for Prime Minister and Government members, today’s sitting was also attended by the Speaker of the Assembly of AP Vojvodina, Governor of the National Bank of Serbia, President of the Constitutional Court, representatives of traditional churches and religious communities, representatives of the judiciary, representatives of the Serbian Armed Forces, Serbian Academy of Sciences and Arts, rectors of universities founded by the Republic of Serbia, representatives of the authorities of the Republic of Serbia and independent regulatory bodies. Today’s sitting was also attended by the heads of the diplomatic-consular missions and international organisations in the Republic of Serbia who were all greeted by Speaker Ana Brnabic on the behalf of the National Assembly and her own behalf.

Before moving onto the agenda, the National Assembly received the resignations of MPs Milan Krkobabic, Dejan Ristic, Usame Zukorlic, Ivica Dacic, Tatjana Macura, Arnaud Gouillon, Dr Petar Petkovic, Jelena Zaric Kovacevic, Novica Toncev, Prof. Dr Slavica Djukic Dejanovic and Dr Zlatibor Loncar tendered to the post of MP in the National Assembly of the Republic of Serbia and, in accordance with articles 131 and 132 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, noted the termination of the terms of office, before the expiry of the term they were elected, of MPs Milan Krkobabic, Dejan Ristic, Usame Zukorlic, Ivica Dacic, Tatjana Macura, Arnaud Gouillon, Dr Petar Petkovic, Jelena Zaric Kovacevic, Novica Toncev, Prof. Dr Slavica Djukic Dejanovic and Dr Zlatibor Loncar on the day they tendered their resignation. The vacant seats at the National Assembly will be filled in line with the Law on Election of MPs.

In the continuation of the sitting, Prime Minister designate Milos Vucicevic, presented the programme of the future Government of the Republic of Serbia.

In the afternoon, the MPs commenced the debate on the only item on the agenda of the First Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature.

Pursuant to Article 111 of the National Assembly Rules of Procedure, National Assembly Speaker Ana Brnabic expelled MP Borislav Novakovic from the sitting and issued reprimands to MPs Srdjan Milivojevic, Radoslav Milojicic and Aleksandar Jovanovic, pursuant to Article 109 of the National Assembly Rules of Procedure.

In the continuation of the sitting, in accordance with articles 131 and 132 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office, before the expiry of the term he was elected, of MP Djordje Milicevic, on the day he tendered his resignation.

Based on the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to articles 134 and 135 of the Law on Election of MPs, the National Assembly verified the terms of office of MPs Stasa Stojanovic, Natasa Ivanovic, Nikola Lazic, Igor D. Jaksic, Dane Stanojcic, Tatjana Petrovic Stojkovic, Mladen Grujic, Nikola Bokan, Dr Branko Vujkovic and Ilo Mihajlovski from the Electoral List ALEKSANDAR VUCIC – Serbia Must Not Stop; Igor Braunovic, Natasa Bogunovic and Prof. Dr Aleksandra Pavlovic Markovic from the Electoral List IVICA DACIC – PRIME MINISTER OF SERBIA; Dragan Ninkovic from the Electoral List SERBIA AGAINST VIOLENCE – MIROSLAV MIKI ALEKSIC – MARINIKA TEPIC (PARTY OF FREEDOM AND JUSTICE, PEOPLE’S MOVEMENT OF SEBIA, GREEN – LEFT FRONT, DON’T LET BELGRADE D(R)OWN, ECOLOGICAL UPRISING – CUTA, DEMOCRATIC PARTY, MOVEMENT OF FREE CITIZENS, SERBIA CENTRE, TOGETHER, MOVEMENT FOR REVERSAL, UNITED TRADE UNIONS OF SERBIA “SLOGA”, NEW FACE OF SERBIA¬); Jelena Bogdanovic and Dusan Radosavljevic from the Electoral List DR MILOS JOVANOVIC – HOPE FOR SERBIA – Serbia Coalition HOPE – National Democratic Alternative – New Democratic Party of Serbia (New DSS) – Movement for the Restoration of the Kingdom of Serbia (POKS) – Vojislav Mihailovic; as well as Rejhan Kurtovic from the Electoral List USAME ZUKORLIC – UNITED FOR JUSTICE - JUSTICE AND RECONCILIATION PARTY – BOSNIAKS OF SANDZAK, TOMISLAV ZIGMANOV – DEMOCRATIC ALLIANCE OF CROATS IN VOJVODINA.

The newly-elected MPs’ then took the oath of office.

For the remainder of the day, the MPs conducted the debate on the only item on the agenda of the First Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature.

On the second day of the proceedings, 2 May 2024, the National Assembly continued and by the end of the day completed the debate on the only item on the agenda.

In the course of the proceedings, National Assembly Speaker Ana Brnabic issued reprimands to MPs Aleksandar Jovanovic and Radoslav Milojicic, and the Chair, National Assembly Deputy Speaker Sandra Bozic, issued a reprimand to MP Radomir Lazovic.

As the National Assembly completed the debate, National Assembly Speaker Ana Brnabic set Thursday, 2 May 2024, as Voting Day on the only item on the agenda of the First Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature, starting at 4.50 pm.

Voting Day

On Voting Day, 2 May 2024, the MPs voted on the Government’s programme and the proposal for the election of Prime Minister and members of the Government.

Oath Taking by the Prime Minister and Members of the Government

Following the vote, the Prime Minister, deputy prime ministers and ministers of the Government took the oath of office by reading and signing the text of the oath after which the mixed choir of the Ministry of Defence “Stanislav Binicki” performed the national anthem of the Republic of Serbia, “God of Justice”.

National Assembly Speaker Ana Brnabic congratulated the Prime Minister, deputy prime ministers and ministers on their election and wished them success in their work.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Ana Brnabic concluded the First Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature.
