First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022

The Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022 for Tuesday, 18 October 2022, starting at noon.


The sitting was opened to the sounds of the national anthem of the Republic of Serbia, “God of Justice”, performed by the mixed choir of the Artistic Ensemble of the Ministry of Defence “Stanislav Binicki”.

Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Tamara Milenkovic Kerkovic, Radomir Lazovic, Stefan Krkobabic, Jasmin Hodzic, Danijela Nestorivic, Srdjan Milivojevic, Miroslav Aleksic, Janko Veselinovic, Djordje Milicevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to ascertain the following agenda:

  1. Bill amending and modifying the Law on Ministries, submitted by 148 MPs.
Based on the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, stating that conditions have been met to verify MPs’ terms of office, pursuant to Article 134 of the Law on Election of MPs, the National Assembly noted the verification of the terms of office of the following MPs: Dalibor Scekic, Srdjan Simic, Andrijana Avramov, Sandra Jokovic and Edis Durgutovic, elected from the Electoral List ALEKSANDAR VUCIC – Together We Can Do Anything; Olivera Lazovic elected from the Electoral List Marinika Tepic – United for Serbia’s Victory; Dragan Vulic, Sanja Calovic and Djordje Kosanic, elected from the Electoral List IVICA DACIC – PRIME MINISTER OF SERBIA; as well as Zoran Stojanovic, Ljubinko Djurkovic and Aleksandar Jerkovic, elected rom the Electoral List Dr MILOS JOVANOVIC – HOPE FOR SERBIA. National Assembly Speaker Dr Vladimir Orlic noted the verification of the abovementioned MPs’ terms of office and congratulated them on being elected.

The National Assembly also received the resignations of MPs Vladan Djukic, Jelena Bogdanovic and Dragana Stevic to the post of MP at the National Assembly of the Republic of Serbia and, pursuant to articles 132 and 133 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, noted the termination of the term of office of MPs Vladan Djukic, Jelena Bogdanovic and Dragana Stevic before the expiry of the term they were elected for, on the day they tendered their resignation. The vacant seat at the National Assembly will be filled in line with the Law on Election of MPs.

The National Assembly commenced a debate in principle on the only item on the agenda. The Bill was presented by MP Milenko Jovanov as representative of the submitters.

For the remainder of the day the National Assembly conducted the debate in principle on the only item on the agenda.

On the second day of the proceedings, 19 October 2022, the National Assembly continued the debate in principle on the Bill amending and modifying the Law on Ministries.

In the course of the workday, National Assembly Speaker Dr Vladimir Orlic greeted, on the behalf of the MPs and his own behalf, the Speaker of the Parliament of Montenegro Danijela Djurovic, who watched part of the sitting from the gallery of the Grand Hall of the National Assembly House.

The National Assembly conducted and concluded the debate on the Bill amending and modifying the Law on Ministries.

On the third day of the proceedings, 21 October 2022, the National Assembly commenced a debate in detail on the Bill amending and modifying the Law on Ministries.

In the course of the proceedings, based on the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, stating that conditions have been met to verify MPs’ terms of office, pursuant to Article 134 of the Law on Election of MPs, the National Assembly noted the verification of the terms of office of MPs Dragan Markovic and Djordje Todorovic, elected from the Electoral List ALEKSANDAR VUCIC – Together We Can Do Anything, as well as Sanja Vukovic-Ivancevic, elected from the Electoral List DR MILOS JOVANOVIC – HOPE FOR SERBIA – Serbia Coalition HOPE – National Democratic Alternative – Democratic Party of Serbia (DSS) – For the Kingdom of Serbia (MONARCHISTS) – Vojislav Mihailovic. National Assembly Speaker Dr Vladimir Orlic noted the verification of the abovementioned MPs’ terms of office and congratulated them on being elected.

The National Assembly also received the resignation of Olivera Lazovic to the post of MP at the National Assembly of the Republic of Serbia and, pursuant to articles 132 and 133 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, noted the termination of the term of office of MP Olivera Lazovic before the expiry of the term she was elected for, on the day she tendered her resignation. The vacant seat at the National Assembly will be filled in line with the Law on Election of MPs.

As the National Assembly completed the debate in principle and detail on the 21 October 2022, National Assembly Speaker Dr Vladimir Orlic set Friday, 21 October 2022, as Voting Day on the only item on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022, starting at 11.37 pm.

Voting Day

On Voting Day, 21 October 2022, the National Assembly adopted the Bill amending and modifying the Law on Ministries.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Dr Vladimir Orlic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022.
