First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 5 October 2021, starting at 10 am.


The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia, “God of Justice”, performed by the mixed choir of the Ministry of Defence and the Serbian Armed Forces.

The MPs’ paid their respects to the late MP Ivan Tasovac by a minute of silence.

Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Stefan Krkobabic, Djordje Milicevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
  2. Bill amending and modifying the Law on Fiscalisation, submitted by the Government;
  3. Bill amending and modifying the Law on Provisional Register of Adult Citizens of the Republic of Serbia to whom Financial Assistance is Paid to Mitigate the Consequences of the COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, submitted by the Government;
  4. Bill on the Loan by the Republic of Serbia with OTP Bank Srbija a.d. Novi Sad for the Purpose of Funding the Subotica - Horgos – Hungarian Border (Szeged) Railway Reconstruction and Modernisation Project, submitted by the Government;
  5. Bill on Protection from Noise Pollution in the Environment, submitted by the Government;
  6. Bill amending the Law on Museum Activity, submitted by the Government.

The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1, 2, 3 and 4 on the agenda.

The National Assembly then proceeded to commence the joint debate on the first four items on the agenda – the Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Fiscalisation, Bill amending and modifying the Law on Provisional Register of Adult Citizens of the Republic of Serbia to whom Financial Assistance is Paid to Mitigate the Consequences of the COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, and the Bill on the Loan by the Republic of Serbia with OTP Bank Srbija a.d. Novi Sad for the Purpose of Funding the Subotica - Horgos – Hungarian Border (Szeged) Railway Reconstruction and Modernisation Project.

The bills were presented by Minister of Finance Sinisa Mali.

In the course of the sitting, the Chair, National Assembly Deputy Speaker Stefan Krkobabic informed the MPs that the National Assembly had received a Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues which had ascertained that the death of MP Ivan Tasovac fell under Article 88, paragraph 1, item 8, of the Law on the Election of MPs and therefore proposed that the National Assembly note the termination of the MPs’ term of office.

The National Assembly noted the termination of the term of office of MP Ivan Tasovac before the expiry of the term he was elected for, on the day of his death. The now vacant National Assembly seat will be filled in accordance with the Law on the Election of MPs.

Fir the remainder of the workday the National Assembly conducted and concluded the joint debate in principle on the first four items on the agenda – the Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Fiscalisation, Bill amending and modifying the Law on Provisional Register of Adult Citizens of the Republic of Serbia to whom Financial Assistance is Paid to Mitigate the Consequences of the COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, and the Bill on the Loan by the Republic of Serbia with OTP Bank Srbija a.d. Novi Sad for the Purpose of Funding the Subotica - Horgos – Hungarian Border (Szeged) Railway Reconstruction and Modernisation Project.

On the second day of the proceedings, 6 October 2021, the National Assembly completed a debate in principle on the Bill on Protection from Noise Pollution in the Environment, presented by Minister of Environmental Protection Irena Vujovic.

In the course of the workday, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27 paragraph 5 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Jelena Katic, from the ALEKSANDAR VUCIC – FOR OUR CHILDREN Electoral List.

On the third day of the proceedings, 7 October 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Marija Jevdjic, Stefan Krkobabic, Djordje Milicevic and Ugljesa Mrdic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to complete a debate in principle on the Bill amending the Law on Museum Activity, presented by Minister of Family Welfare and Demography Radomir Dmitrovic as authorised representative of the submitter.

In the course of the workday, the National Assembly commenced and by the end of it completed a debate in detail on the Bill amending and modifying the Law on Tax Procedure and Tax Administration and the Bill on Protection from Noise Pollution in the Environment.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Deputy Speaker Dr Vladimir Orlic set Thursday, 7 October 2021, as Voting Day on all the items on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 6 pm.

Voting Day

On Voting Day, 7 October 2021, by majority vote, the National Assembly adopted the Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government, Bill amending and modifying the Law on Fiscalisation, submitted by the Government, Bill amending and modifying the Law on Provisional Register of Adult Citizens of the Republic of Serbia to whom Financial Assistance is Paid to Mitigate the Consequences of the COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, submitted by the Government, Bill on the Loan by the Republic of Serbia with OTP Bank Srbija a.d. Novi Sad for the Purpose of Funding the Subotica - Horgos – Hungarian Border (Szeged) Railway Reconstruction and Modernisation Project, submitted by the Government, Bill on Protection from Noise Pollution in the Environment, submitted by the Government, and the Bill amending the Law on Museum Activity, submitted by the Government.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021.
