First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 2 March 2021, starting at 10 am.


The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by the soloist of ensemble “Nocturne” Boris Postovnik.

Before adopting the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Misala Pramenkovic, Branimir Jovanovic, Vojislav Vujic, Elvira Kovacs, Djordje Milicevic and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Bill on the Confirmation of the Framework Loan Agreement LD 2034 (2020) between the Council of Europe Development Bank and the Republic of Serbia Cultural Infrastructure – Project Loan, submitted by the Government, and

  2. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council.
The National Assembly began the debate on the Bill on the Confirmation of the Framework Loan Agreement LD 2034 (2020) between the Council of Europe Development Bank and the Republic of Serbia Cultural Infrastructure – Project Loan, presented by Minister of Youth and Sports Vanja Udovicic.

By the end of the day, the National Assembly concluded the single debate on item one on the agenda.

On the second day of the proceedings, 3 March, the National Assembly considered the Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council.

The Decision Proposal was presented by Vice-President of the High Judicial Council Ivan Jovicic as representative of the submitter.

By the end of the day the National Assembly completed the single debate on the Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council.

On the third day of the proceedings, 4 March 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Selma Kucevic, Samira Cosovic, Snezana Paunovic and Prof. Dr Vladimir Marinkovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Speaker Ivica Dacic set Thursday, 4 March 2021, as Voting Day on the Bill on the Confirmation of the Framework Loan Agreement LD 2034 (2020) between the Council of Europe Development Bank and the Republic of Serbia Cultural Infrastructure – Project Loan, and the Proposal of the Decision on the election of judges to judicial office for the first time, starting at 10.36 pm.

Voting Day

On Voting Day, 4 March 2021, the MPs passed, by majority vote, the Bill on the Confirmation of the Framework Loan Agreement LD 2034 (2020) between the Council of Europe Development Bank and the Republic of Serbia Cultural Infrastructure – Project Loan, and the Proposal of the Decision on the election of judges to judicial office for the first time.

As the National Assembly had completed the debate on the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021.
