First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019, for Tuesday, 5 March, starting at 10 am.


The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by the Kikinda Cultural Centre choir “Attendite”.

Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Dr Milorad Mijatovic, Bojan Torbica, Fatmir Hasani, Novica Toncev and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Bill on Central Register of Citizens, submitted by the Government,
  2. Bill amending and modifying the Law on Plant Nutrition Products and Soil Enhancers, submitted by the Government,
  3. Bill amending and modifying the Food Safety Law, submitted by the Government,
  4. Bill amending and modifying the Law on Plant Protection Products, submitted by the Government,
  5. Bill amending and modifying the Law on Plant Health, submitted by the Government,
  6. Bill on Hospitality Industry, submitted by the Government,
  7. Bill on Tourism, submitted by the Government,
  8. Bill on the Confirmation of the Constitution of the International Civil Defence Organization, submitted by the Government,
  9. Bill on Termination of the Law on the Ratification of the Agreement between the Federal Executive Council of the Assembly of the Socialist Federal Republic of Yugoslavia and the Government of Malaysia on Avoidance of Double Taxation with respect to Taxes on Income, with Protocol, submitted by the Government,
  10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, and
  11. Proposal for the Appointment of Secretary General of the National Assembly of the Republic of Serbia, submitted by National Assembly Speaker Maja Gojkovic.
The MPs accepted the proposal of Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 to 11 on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on items 1 to 11 on the agenda.

The bills were presented by representatives of the submitter Minister of Public Administration and Local Self-Government Branko Ruzic and Minister of Agriculture, Forestry and Water Management Branislav Nedimovic.

For the remainder of the day the National Assembly conducted the joint debate in principle and single debate on items 1 to 11 on the agenda.

On the second day of the proceedings, 6 March, the National Assembly continued and concluded the joint debate in principle and single debate on items 1 – 11 on the agenda.

On the third day of the proceedings, 12 March, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Miljan Damjanovic, Milija Miletic, Mirjana Dragas and Zika Gojkovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence a debate in detail on the Bill on Central Register of Citizens.

By the end of the day the National Assembly had completed a debate in detail on items 1 to 5 on the agenda.

On the fourth day of the proceedings, 13 March, the National Assembly conducted and concluded a debate in detail on items 6 and 7 on the agenda.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Thursday, 14 March, as Voting Day on all the items on the agenda of the First Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 10 am.

Voting Day

On Voting Day, 14 March, by majority vote, the MPs passed the Bill on Central Register of Citizens, Bill amending and modifying the Law on Plant Nutrition Products and Soil Enhancers, Bill amending and modifying the Food Safety Law, Bill amending and modifying the Law on Plant Protection Products, Bill amending and modifying the Law on Plant Health, Bill on Hospitality Industry, Bill on Tourism, Bill on the Confirmation of the Constitution of the International Civil Defence Organization, and the Bill on Termination of the Law on the Ratification of the Agreement between the Federal Executive Council of the Assembly of the Socialist Federal Republic of Yugoslavia and the Government of Malaysia on Avoidance of Double Taxation with respect to Taxes on Income, with Protocol.

The National Assembly also passed the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, will also be on the agenda.

Finally, the MPs adopted the Proposal for the Appointment of Secretary General of the National Assembly of the Republic of Serbia, submitted by National Assembly Speaker Maja Gojkovic. National Assembly Speaker Maja Gojkovic congratulated the newly-elected Secretary General Srdjan Smiljanic on behalf of the MPs and herself, and wished him success.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Regular Session of the National Assembly of the Republic of Serbia in 2019.
