First Session of the National Assembly of the Republic of Serbia During the State of Emergency

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Session of the National Assembly of the Republic of Serbia during the state of emergency, for Tuesday, 28 April, starting at 10 am.


The MPs paid respects to the citizens of the Republic of Serbia claimed by COVID-19 with a minute’s silence.

The following agenda was set for the session:

  1. Bill on the Confirmation of the Decision on Declaring a State of Emergency, submitted by the Government, and

  2. Bill on the Confirmation of the decrees the Government, co-signed by the President of the Republic, adopted during the state of emergency, submitted by the Government.
The National Assembly accepted the proposal of National Assembly Speaker Maja Gojkovic to complete a joint single debate on both items on the agenda.

The session was attended by Prime Minister Ana Brnabic, Deputy Prime Minister and Minister of the Interior Nebojsa Stefanovic, Minister of Health Zlatibor Loncar, Minister of Finance Sinisa Mali, Minister of Defence Aleksandar Vulin and Minister of Agriculture, Forestry and Water Management Branislav Nedimovic.

The National Assembly then commenced the joint single debate on all the items on the agenda, presented by Prime Minister Ana Brnabic as representative of the submitter.

For the remainder of the day the National Assembly conducted the joint single debate on all the items on the agenda.

On the second day of the proceedings, 29 April, the National Assembly conducted and concluded the joint single debate on the Bill on the Confirmation of the Decision on Declaring a State of Emergency and the Bill on the Confirmation of the decrees the Government, co-signed by the President of the Republic, adopted during the state of emergency.

As the National Assembly had completed the debate all the items on the agenda, National Assembly Speaker Maja Gojkovic set Wednesday, 29 April, as Voting Day on all the items on the agenda of the First Session of the National Assembly of the Republic of Serbia during the state of emergency, starting at 8:05 pm.

Voting Day

On Voting Day, 29 April, by majority vote, the National Assembly adopted the Bill on the Confirmation of the Decision on Declaring a State of Emergency and the Bill on the Confirmation of the decrees the Government, co-signed by the President of the Republic, adopted during the state of emergency, submitted by the Government.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Session of the National Assembly of the Republic of Serbia during the state of emergency.
