Fifth Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 6 November 2022, the members of the Committee on Constitutional and Legislative Issues considered the six bills proposed for the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022.


The Committee considered, in principle, the Bill amending and modifying the Republic of Serbia 2022 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2022 Financial Plan, submitted by the Government, and the Bill on the Provisional Financial Assistance Register of Citizens of the Republic of Serbia Aged 16 to 29, submitted by the Government, and found them to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee members went on to consider the Bill on the Confirmation of the Facility Agreement China Export and Credit Insurance Corporation insured facility of up to EUR 79,916,833.43 to finance the removal of the old Sava Bridge and the construction of a new steel arch bridge between the Republic of Serbia, represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Borrower, BNP PARIBAS SA as Arranger, BNP PARIBAS FORTIS SA/NV and BNP PARIBAS SA as Original Lenders, and BNP PARIBAS SA as Agent, Agreement on amendments and modifications no.1 of 19 May 2022 and Agreement on amendments and modifications no.2 of 20 October 2022, submitted by the Government, Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia and Abu Dhabi Fund for Development to Finance Support the General Budget of the Republic of Serbia, submitted by the Government and the Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main and the Republic of Serbia for the Programme Water Supply and Wastewater Treatment in Medium-Sized Municipalities in Serbia VI (Phase II), submitted by the Government, and found them to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee also found the Bill amending the Law on Pension and Disability Insurance, submitted by the Government, to be, in principle, compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic, and attended by the following Committee members and deputy members: Dragan Nikolic, Dubravka Kralj, Milica Nikolic, Dr Ugljesa Mrdic, Radovan Tvrdisic, Sanja Brankovic Jefic, Zoran Tomic, Sanja Lakic, Dunja Bratic Simonovic, Dr Zika Bujuklic and Nebojsa Cakic.
