Eleventh Extraordinary Session of the National Assembly in 2011

At the request of the Government of the Republic of Serbia, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Eleventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Wednesday, 7 September 2011, starting at 10 a.m.


The request to hold the session specified the following agenda:
1. Railway Bill, submitted by the Government;
2. Patent Bill, submitted by the Government; and
3. Bill amending and modifying the Law on Copyright and Related Rights, submitted by the Government.

The National Assembly accepted the proposal to complete a joint debate in principle on the Patent Bill and Bill amending and modifying the Law on Copyright and Related Rights.

In the continuation, the National Assembly conducted and concluded a debate in principle on the Railway Bill, elaborated by Minister of Infrastructure and Energy Milutin Mrkonjic, representative of the submitter.

On the second day of work, 8 September, the National Assembly conducted a joint debate in principle the on the Patent Bill and Bill amending and modifying the Law on Copyright and Related Rights. The Bills were elaborated by Minister of Education and Science Dr Zarko Obradovic.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Vladimir Milentijevic, Nebojsa Randjelovic, Miroslav Markicevic, Dragan Todorovic and Aleksandar Jugovic requested information and explanations in line with article 286 of the Rules of Procedure.

By the end of the day the National Assembly had concluded the joint debate in principle on the Patent Bill and Bill amending and modifying the Law on Copyright and Related Rights.

On the third day of work, 9 September, the National Assembly conducted and concluded a debate in detail on the Railway Bill, Patent Bill and Bill amending and modifying the Law on Copyright and Related Rights.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Monday, 12 September 2011, as Voting Day on the items on the agenda for the Eleventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, starting at 11 a.m.

On Monday, 12 September, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic informed the MPs that the Voting Day on the items on the agenda of the Eleventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, was postponed and that the MPs would be subsequently informed of the new date of the Voting Day.


Voting Day


On Voting Day, 26 December, the National Assembly did not accept the Railway Bill. By a majority of votes, the National Assembly adopted the Patent Bill and the Bill amending and modifying the Law on Copyright and Related Rights.

As the National Assembly had completed the discussion on all the items on the agenda for the sitting and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic concluded the Eleventh Extraordinary Session of the National Assembly in 2011.
