At the sitting held on 18 July 2024, the members of the Committee on Finance, State Budget and Control of Public Spending considered a number of documents within its scope.
The Committee members accepted, by majority vote, the Committee Chairman’s proposal to complete a joint debate in principle and single debate on all the items on the agenda.
The Committee reviewed the Bill amending and modifying the Law on Payment Services, submitted by the National Bank of Serbia, as well as the Bill on the indebtedness of the Republic of Serbia with Postal Savings Bank, joint-stock company, Belgrade for the financing of Project Construction of Urban Infrastructure and National Stadium with Access Roads, Bill on the Confirmation of the Agreement between the European Union and the Republic of Serbia on the participation of the Republic of Serbia in ‘Fiscalis’, the Union programme for cooperation in the field of taxation, Bill on the Confirmation of the Amendments to articles 1 and 12.1 of the Agreement Establishing the European Bank for Reconstruction and Development, Bill on the Confirmation of the Loan Agreement with Financial Protocol signed on 21 September 2023 between the Government of the Republic of Serbia and the Government of the Republic of France, between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Borrower and BPIFRANCE ASSURANCE EXPORT acting on the behalf and for the Government of the Republic of France, Bill on the Confirmation of the Guarantee (Electric Distribution Network Management Project in the republic of Serbia) between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Guarantor and Deutsche Bank AG, Paris Branch as the Original Lender and Deutsche Bank AG, Paris Branch as the Agent and Deutsche Bank AG, Paris Branch as the Mandated Lead Arranger relating to the Facility Agreement in the amount of up to EUR 97,151,728.00 supported by BPIAE, Bill on the Confirmation of Addendum No. 1 to the Loan Agreement by and between the Government of the Emirate of the United Arab Emirates Abu Dhabi Fund for Development (the Lender) and the Government of the Republic of Serbia (the Borrower) in relation to a loan facility of USD 1,000,000,000 and the Bill on the Confirmation of Addendum No. 1 to the Loan Agreement Signed between Abu Dhabi Fund for Development and the Government of the Republic of Serbia to Finance Support the General Budget of the Republic of Serbia, all submitted by the Government. The Committee also reviewed the Proposal of Candidates for President and member of the Fiscal Council, submitted by the President of the Republic and the Minister of Finance, Proposal for the election of vice-governor of the National Bank of Serbia, submitted by the Governor of the National Bank of Serbia, and the Appointment of acting President of the Commission for State Aid Control.
The bills and other proposed acts were presented by Jorgovanka Tabakovic, Governor of the National Bank of Serbia, Slavica Savicic, State Secretary at the Ministry of Finance, Dragana Dejanovic, Deputy Director of the Public Debt Administration, and Veroljub Arsic, Chairman of the Committee on Finance, State Budget and Control of Public Spending.
Following a discussion, the Committee members accepted the bills listed as items 1 to 8 on the agenda. The Committee also proposed, by majority vote, that the National Assembly accept the proposal of the President of the Republic that Prof. Dr Blagoje Paunovic be elected President of the Fiscal Council, and to accept the proposal of the Minister of Finance that Dr Nikola Altiparmakov be elected member of the Fiscal Council. The Committee also decided to propose that the National Assembly accept the proposal of the Governor of the National Bank of Serbia that Zeljko Jovic be elected vice-governor of the National Bank of Serbia. Finally, the Committee members appointed Dusica Djordjevic acting President of the Commission for State Aid Control pending the new Commission President assuming the post.
