Defining the term of representation without discrimination for all political subjects during the electoral campaign

The Culture and Information Committee organized a meeting at the National Assembly with the topic: Defining the term of representation without discrimination for all political subjects during the electoral campaign.


The meeting was attended by representatives of the political parties, Regulatory Body for Electronic Media (REM), TV media service providers and the Government’s Working Group for Cooperation with the Organization for Security and Co-operation in Europe/Office for Democratic Institutions and Human Rights (OSCE/ODHIR) in Coordination and Monitoring the Implementation of Recommendations for the improvement of the Electoral Process.

The Chairman of the Culture and Information Committee Mirko Krlic opined that the Committee is the best place for this type of dialogue, adding that he expected the participants to all contribute to its quality and constructiveness. Cooperation is possible only through dialogue, otherwise it results in conflict. Krlic said that a democratic political culture can thrive only where there are well-informed an interested citizens, something in which the media play a key role.

Prime Minister and Minister of the Interior Dr Nebojsa Stefanovic, chairman of the Working Group for Cooperation with the Organization for Security and Co-operation in Europe/Office for Democratic Institutions and Human Rights (OSCE/ODHIR) in Coordination and Monitoring the Implementation of Recommendations for the improvement of the Electoral Process, said that the Government set up the Working Group to monitor the implementation of the recommendations in cooperation with international institutions. A lot has been done to boost transparency and remove any doubts in the electoral process, but there is still room to advance the electoral process and improve the related legislation. He reminded the attending of the Working Group’s results so far, highlighting the importance of the adopted conclusions of the meetings and roundtables organized to improve the electoral process. He also spoke about the importance of the initiated legislative amendments and modifications and the public debate so far conducted in four meetings.

REM Council member Olivera Zekic explained that the regulatory body cannot edit the programme of media providers or penalize them for material not aired yet. REM can act only after a violation is committed, which it does. She said that the regulatory body will continue to work within its scope and authority and is preparing a Rulebook on the o of media service providers during the electoral campaign.

Representatives of the political parties also spoke at the meeting on the equal representation of political subjects during the electoral campaign – Serbian Progressive Party Aleksandar Markovic, Socialist Party of Serbia Djordje Milicevic, Social Democratic Party Branimir Jovanovic, Party of United Pensioners Haji Milorad Stosic, United Serbia Zivota Starcevic, League of Social Democrats of Vojvodina Bojan Pudar, Socialist Movement Djordje Komlenski, Serbian People’s Party Jovan Palalic, Democratic Party of Serbia Uros Piper, Power of Serbia Movement Dragomir Karic, Party of Modern Serbia Vladimir Djuric, Serbian Renewal Movement Milan Djukic, Justice and Reconciliation Party Edin Djerlek, Democratic Alliance of Vojvodina Croats Tomislav Zigmanov, People’s Peasant Party Marijan Risticevic, New Serbia Zoran Stojkovic, New Party Zoran Zivkovic, United Peasant Party Milija Miletic, Movement of Free Citizens Pavle Grbovic and the Serbian Patriotic Alliance Vladan Glisic, as well as representatives of TV media service providers – Radio Television of Serbia, TV Pink, RT Vojvodina, TV O2 and TV N1.

In the course of the lengthy debate the participants, members of the Culture and Information Committee included, voiced their views and suggestions for an equal representation of political subjects during the electoral campaign.
