In the opening address, Senic emphasised the importance of strategic governance for every system or organisation, adding that it was a continuous process. The support of international partners in the development of strategic governance capacities is important for the Ministry of Interior, but the point is to enable the Ministry to establish a sustainable system through an increased budget, said Senic warning of the fact that the budgetary allocations for the Ministry of Interior are keep declining every year. Investing into staff and strategic governance should not be viewed as an expense, but an investment. To that end, the Ministry should, in cooperation with the National Assembly, exert more pressure to raise the budgetary allocations for the Ministry of Interior, said Senic.

The continuation of the roundtable was dedicated to the presentation of project “Development of strategic governance capacities at the Ministry of Interior” followed by two debate sessions on strategic governance in public administration accompanied by the experiences of countries of the European Union and the region and the importance of continuous education for the development of strategic governance capacities and career development accompanied by a presentations of the concept of specialist training at the Ministry of Interior.
