Constitutional and Legislative Issues Committee Chairperson Meets with Head of EU Delegation to Serbia Political Section

The Chairperson of the Committee on Constitutional and Legislative Issues Jelena Zaric Kovacevic met today at the National Assembly with the Head of the Political Section of the EU Delegation to Serbia Dirk Lorenz to discuss the state-of-play of the ongoing process Constitutional amendment in the field of the judiciary and the related activities of the Committee on Constitutional and Legislative Issues.


Jelena Zaric Kovacevic said that a high degree of transparency, inclusiveness and publicity has been achieved in the process so far, adding that this week four public hearings were held where the participants discussed the text of the act on amending the Constitution of the Republic of Serbia and the text of the of the constitutional law for the implementation of the Constitution of the Republic of Serbia, adopted at the proposal of the Working Group for the Drafting of the Act to amend the Constitution of the Republic of Serbia. Zaric Kovacevic pointed out that, in addition to the expert public, citizens and representatives of non-governmental organizations also participated in the public hearings, giving concrete and constructive proposals and comments.

She also said that the Committee on Constitutional and Legislative Issues would hold a sitting next week to summarize all the proposals of the participants in the public hearings and determine the text of the act on amending the Constitution of the Republic of Serbia and the text of the of the constitutional law for the implementation of the Constitution of the Republic of Serbia, which will then be submitted to the Venice Commission for an opinion.

The Committee Chairperson added that the Working Group for the Drafting of the Act to amend the Constitution of the Republic of Serbia would continue to cooperate with the members of the Committee on Constitutional and Legislative Issues in the coming period.

She went on to inform her guest about the procedure that follows after the positive opinion of the Venice Commission on the proposed acts is obtained - the Committee would adopt the Draft Act on amending the Constitution of the Republic of Serbia and the Draft Constitutional Law for the Implementation of the Constitution of the Republic of Serbia, which is then forwarded to the Speaker of the National Assembly. If they are adopted by a two-third support of the MPs, the National Assembly Speaker will schedule a republic referendum, at which the citizens will vote on the submitted proposals for constitutional reforms in the field of justice.

The representative of the EU Delegation to the Republic of Serbia Dirk Lorenz praised the work of the Committee and the Working Group, highlighting the importance of constitutional change as a key element in the process of reforming the rule of law.
