Committee on Defence and Security meets with German Parliamentary State Secretary
On 27 November 2002, members of the Committee on Defence and Security met with the Parliamentary State Secretary of the German Federal Ministry of the Interior, Fritz Rudolf Koerper.
On 27 November 2002, members of the Committee on Defence and Security met with the Parliamentary State Secretary of the German Federal Ministry of the Interior, Fritz Rudolf Koerper. Mr Koerper said that it was Ministers of the Interior of member states who play the greatest role in the fight against crime in Germany, holding regular conferences at which they take decisions about the work of the police. According to Mr Koerper, internal affairs are within the jurisdiction of both federal and state bodies, while parliaments of all 16 states (Laender) have committees dealing with security issues. These committees deal only with technical issues and have no control over the budget. Control of the federal intelligence service is entrusted to a Bundestag (Federal Parliament) committee. Mr Koerper stressed that every member state has its own police legislation, while the Federal Border Police Act is in force at the federal level.
Koerper said that the German Police numbered 250.000 employees in member states, while the Federal Border Police was made up of 33.800 employees, of which 6.800 were civilians, and that the Federal Criminal Police employed between five and six thousand people. The chairman of the Committee on Defence and Security, Dragan Sutanovac, said that the Serbian Ministry of the Interior employed about 36.000 people, and that the Ministry included the fire service and the issuing of personal identity papers, which, according to him, should not be the responsibility of the Ministry. He added that there was a trend to reduce assets allocated from the republic budget for the work of the Ministry.
