20th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of the Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 20th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, for Monday, 27 January 2020, starting at 10 am.


The request to hold the session specified the following agenda:

  1. Bill amending and modifying the Law on Planning and Construction, submitted by the Government;
  2. Bill amending and modifying the Law on Navigation and Ports on Inland Waterways, submitted by the Government;
  3. Bill on Hydrographic Activities, submitted by the Government;
  4. Bill amending and modifying the Air Transport Law, submitted by the Government;
  5. Bill amending and modifying the Law on Road Transport of Passengers, submitted by MP Katarina Rakic;
  6. Bill amending the Law on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces, submitted by the Government;
  7. Bill on Special Procedures for the Implementation of the Project of Construction and Reconstruction of Line Infrastructure Facilities of Special Importance for the Republic of Serbia, submitted by the Government;
  8. Bill on Register of Spatial Units and Address Register, submitted by the Government;
  9. Bill amending and modifying the Law on Conversion of Right of Use into Ownership of Construction Land with a Fee, submitted by the Government;
  10. Proposal of the Decision on Revocation of Status of Asset in Public Use in Part of Railway Infrastructure, submitted by the Government;
  11. Proposal of the Decision on Revocation of Status of Asset in Public Use in Part of Railway Infrastructure, submitted by the Government;
  12. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Islamic Republic of Iran, submitted by the Government;
  13. Bill on the Confirmation of Annex 1 of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Cooperation in the Field of Infrastructure Projects, submitted by the Government;
  14. Bill amending and modifying the Law on the Capital Market, submitted by the Government;
  15. Bill on the 2021 Census of Population, Households and Dwellings, submitted by the Government;
  16. Bill on the Confirmation of the Loan Agreement (Competitive Agriculture Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  17. Bill on the Confirmation of the Loan Agreement (Additional Financing for Real Estate Management Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  18. Bill on the Confirmation of the Loan Agreement between the Republic of Serbia (as Borrower) and T.C. ZİRAAT BANKASI A.Ş. and DENİZBANK A.Ş.(as Lenders), submitted by the Government;
  19. Bill on the Confirmation of the Guarantee Agreement (Srbija Voz Rolling Stock Acquisition) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
  20. Bill on the Confirmation of the Framework Loan Agreement LD 2009 (2019) between the Council of Europe Development Bank and the Republic of Serbia for the Project Loan for the Construction of New University Children’s Hospital, Tiršova 2 in Belgrade, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 to 13 on the agenda and joint debate in principle and single debate on items 14 to 20 on the agenda of the session.

The bills were presented by Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic.

The National Assembly proceeded to conduct and conclude a joint debate in principle and single debate on items 1 to 13 on the agenda.

On the second day of the proceedings, 28 January, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milorad Mircic, Stefana Miladinovic, Vladimir Djuric, Milija Miletic, Jelena Vujic Obradovic, Djordje Vukadinovic and Miodrag Linta, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to commence a joint debate in principle and single debate on items 14 to 20 on the agenda, presented by Minister of Finance Sinisa Mali.

By the end of the day the National Assembly completed the joint debate in principle and single debate on items 14 to 20 on the agenda.

On the third day of the proceedings, 29 January, the National Assembly commenced a debate in detail on the Bill amending and modifying the Law on Planning and Construction.

In the continuation of the session the MPs completed the debate in detail on the Bill amending and modifying the Law on Planning and Construction, as well as on the Bill amending and modifying the Law on Navigation and Ports on Inland Waterways, Bill on Hydrographic Activities and the Bill amending and modifying the Air Transport Law.

By the end of the day, the National Assembly also completed a debate in detail on items 5, 6, 7, 8 and 9 on the agenda.

On the fourth day of the proceedings, 30 January, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milorad Mircic, Fatmir Hasani, Nedjo Jovanovic, Marijan Risticevic, Nemanja Radojevic, Djordje Vukadinovic and Dragana Kostic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to conduct and complete a debate in detail on the Bill amending and modifying the Law on the Capital Market.

In the course of the workday the MPs also commenced a debate in detail on the Bill on the 2021 Census of Population, Households and Dwellings.

The session was attended by Minister of Finance Sinisa Mali and Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic as representatives of the submitter.

On the fifth day of the proceedings, 31 January, the MPs continued and by the end of the workday completed the debate in detail on the Bill on the 2021 Census of Population, Households and Dwellings.

The session was attended by Minister of Agriculture, Forestry and Water Management Branislav Nedimovic as representative of the submitter.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Monday, 3 February, as Voting Day on all the items on the agenda of the 20th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, starting at 11 am.

Voting Day

On Voting Day, 3 February, by majority vote, the National Assembly adopted the Bill amending and modifying the Law on Planning and Construction, Bill amending and modifying the Law on Navigation and Ports on Inland Waterways, Bill on Hydrographic Activities, Bill amending and modifying the Air Transport Law, Bill amending and modifying the Law on Road Transport of Passengers, Bill amending the Law on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces, Bill on Special Procedures for the Implementation of the Project of Construction and Reconstruction of Line Infrastructure Facilities of Special Importance for the Republic of Serbia, Bill on Register of Spatial Units and Address Register and the Bill amending and modifying the Law on Conversion of Right of Use into Ownership of Construction Land with a Fee.

The MPs also adopted the Proposal of the Decision on Revocation of Status of Asset in Public Use in Part of Railway Infrastructure, Proposal of the Decision on Revocation of Status of Asset in Public Use in Part of Railway Infrastructure, Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Islamic Republic of Iran, Bill on the Confirmation of Annex 1 of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Cooperation in the Field of Infrastructure Projects and the Bill amending and modifying the Law on the Capital Market.

In the course of the proceedings, on behalf of the MPs and herself, National Assembly Speaker Maja Gojkovic greeted the delegation of the National Assembly of the Republic of Angola headed by Speaker Fernando da Piedad Dias dos Santos, currently visiting the Republic of Serbia, who watched part of the session from the gallery of the Grand Hall.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 20th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature.
