19th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of the Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 19th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, for Monday, 20 January, starting at 10 am.


The request to hold the session specified the following agenda:

  1. Bill amending and modifying the Law on National Qualifications Framework of the Republic of Serbia, submitted by the Government;
  2. Bill on Trade Marks, submitted by the Government;
  3. Bill amending and modifying the Law on the Foundations of the Education System, submitted by the Government;
  4. Bill amending and modifying the Law on Secondary Education, submitted by the Government;
  5. Bill amending and modifying the Law on Dual Education, submitted by the Government;
  6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on the Status of the French School in Belgrade, submitted by the Government;
  7. Bill on the Confirmation of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled, submitted by the Government;
  8. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Cooperation in the Field of Education, Science and Technology, submitted by the Government;
  9. Bill amending and modifying the Law on Culture, submitted by the Government;
  10. Bill on Archival Material and Archival Activity, submitted by the Government;
  11. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Handover of the Petersburg Page of the Miroslav Gospel to the Republic of Serbia and the Paintings of Nikolai Konstantinovich Roerich to the Russian Federation, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 to 8 on the agenda and joint debate in principle and single debate on items 9 to 11 on the agenda of the session.

The MPs proceeded to commence a joint debate in principle and single debate on items 1 to 8 on the agenda, presented by Minister of Education, Science and Technological Development Mladen Sarcevic as representative of the submitter.

By the end of the workday the National Assembly completed the joint debate in principle and single debate on items 1 to 8 on the agenda.

On the second day of the proceedings, 21 January, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Nada Lazic, Vladimir Djuric, Marijan Risticevic, Aleksandar Seselj and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to commence a joint debate in principle and single debate on the Bill amending and modifying the Law on Culture, Bill on Archival Material and Archival Activity and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Handover of the Petersburg Page of the Miroslav Gospel to the Republic of Serbia and the Paintings of Nikolai Konstantinovich Roerich to the Russian Federation.
The representative of the submitter, Minister of Culture and the Media Vladan Vukosavljevic presented the bills to the MPs.

By the end of the day the National Assembly completed the joint debate in principle and single debate on items 9 to 11 on the agenda.

On the third day of the proceedings, 22 January, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on National Qualifications Framework of the Republic of Serbia, Bill on Trade Marks, Bill amending and modifying the Law on the Foundations of the Education System, Bill amending and modifying the Law on Secondary Education and the Bill amending and modifying the Law on Dual Education.

The session was attended by Minister of Education, Science and Technological Development Mladen Sarcevic as representative of the submitter.

On the fourth day of the proceedings, 23 January, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Vesna Ivkovic, Milija Miletic, Djordje Vukadinovic, Olena Papuga, Vjerica Radeta and Srbislav Filipovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced and for the remainder of the day conducted a debate in detail on the Bill amending and modifying the Law on Culture and the Bill on Archival Material and Archival Activity.
The session was also attended by Minister of Culture and the Media Vladan Vukosavljevic.

On the fifth day of the proceedings, 24 January, the National Assembly continued and completed the debate in detail on the Bill on Archival Material and Archival Activity.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Friday, 24 January, as Voting Day on all the items on the agenda of the 19th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, starting at 10.40 pm.

Voting Day

On Voting Day, 24 January, by majority vote, the National Assembly adopted the Bill amending and modifying the Law on National Qualifications Framework of the Republic of Serbia, Bill on Trade Marks, Bill amending and modifying the Law on the Foundations of the Education System, Bill amending and modifying the Law on Secondary Education and the Bill amending and modifying the Law on Dual Education.

The MPs also passed the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on the Status of the French School in Belgrade, Bill on the Confirmation of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Cooperation in the Field of Education, Science and Technology, Bill amending and modifying the Law on Culture, Bill on Archival Material and Archival Activity, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Handover of the Petersburg Page of the Miroslav Gospel to the Republic of Serbia and the Paintings of Nikolai Konstantinovich Roerich to the Russian Federation.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 19th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature.
