18th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of the Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 18th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, for Tuesday, 17 September, starting at 10 am.


The request to hold the session specified the following agenda:

1. Bill amending the Law on Higher Education and
2. Proposal of an Authentic Interpretation of the Provision of Article 2 of the Law on the Confirmation of the Amendment Agreement in relation to the finance contracts 23.761, 24.745, 25.002, 25.198, 25.497, 25.610, 25.872, 81.657 and 82.640 between the Republic of Serbia and the European Investment Bank.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Vladimir Djuric, Milija Miletic, Djordje Vukadinovic, Aleksandar Seselj, Ljubinko Rakonjac and Mirko Krlic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to conduct and conclude a debate in principle on item 1 on the agenda.

On the second day of the proceedings, 18 September, the National Assembly completed a debate on the Proposal of an Authentic Interpretation of the Provision of Article 2 of the Law on the Confirmation of the Amendment Agreement in relation to the finance contracts 23.761, 24.745, 25.002, 25.198, 25.497, 25.610, 25.872, 81.657 and 82.640 between the Republic of Serbia and the European Investment Bank, presented by the Chairman of the Committee on Constitutional and Legislative Issues Djordje Komlenski as representative of the submitter.

On the third day of the proceedings, 19 September, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Dr Milorad Mijatovic, Djordje Komlenski, Dr Danijela Stojadinovic, Dragan Sormaz and Djordje Vukadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to conduct and conclude a debate in detail on the Bill amending the Law on Higher Education.

As the National Assembly had completed a debate on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Tuesday, 19 September, as Voting Day on all the items on the agenda of the 18th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 3 pm.

Voting Day

On Voting Day, 19 September, by majority vote, the National Assembly adopted the Bill amending the Law on Higher Education and the Proposal of an Authentic Interpretation of the Provision of Article 2 of the Law on the Confirmation of the Amendment Agreement in relation to the finance contracts 23.761, 24.745, 25.002, 25.198, 25.497, 25.610, 25.872, 81.657 and 82.640 between the Republic of Serbia and the European Investment Bank.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 18th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature.
