164th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 23 December, the Committee on Constitutional and Legislative Issues reviewed the amendments submitted to the Bills on the agenda for the Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.


The Committee unanimously found all of the 61 amendments the MPs had submitted to the Bill amending and modifying the Law on Taxes on Using, Holding and Carrying Goods to be compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee also found all of the 104 amendments submitted to the Bill amending and modifying the Law on Tax Procedure and Tax Administration compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee found the 10 amendments submitted to the Bill amending and modifying the Law on the Capital Market, compliant with the Constitution and the legal system of the Republic of Serbia.

The 37 amendments submitted to the Bill amending and modifying the Corporate Income Tax Law were found compliant with the Constitution and the legal system of the Republic of Serbia.

All 134 amendments the MPs had submitted to the Bill amending and modifying the Personal Income Tax Law, were unanimously found compliant with the Constitution and the legal system of the Republic of Serbia. The Committee also submitted an amendment of its own to the Bill amending and modifying the Personal Income Tax Law.

All 22 of the amendments submitted to the Bill amending and modifying the Law on Compulsory Social Insurance Contributions were found compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee unanimously found all 12 of the amendments the MPs had submitted to the Bill amending and modifying the Law on Republic Administrative Fees to be compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee also found all of the 24 amendments the MPs had submitted to the Bill on Assumption of Obligations of Public Enterprise Srbijagas Novi Sad toward Petroleum Industry of Serbia JSC Novi Sad and Transformation of Said Obligations into the Public Debt of the Republic of Serbia to be compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee unanimously found all six of the amendments to the Bill Granting Guarantee by the Republic of Serbia in favour of Societe Generale Bank Serbia JSC Belgrade to Settle the Obligations of Public Enterprise Srbijagas Novi Sad under the Long-Term Loan Contract for the Construction of Distribution Gas Pipeline Aleksandrovac – Brus – Kopaonik – Raska - Novi Pazar – Tutin to be compliant with the Constitution and the legal system of the Republic of Serbia.

All 237 amendments submitted to the Bill on Cooperatives were found compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee unanimously found all 119 of the amendments the MPs had submitted to the Bill on Chambers of Commerce to be compliant with the Constitution and the legal system of the Republic of Serbia.

All 91 of the amendments submitted to the Bill on Central Register of the Temporary Limitations of Rights of Persons Registered at the Business Registers Agency were found compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee members found all 123 of the amendments submitted to the Bill amending and modifying the Law on Privatisation compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee found the 18 amendments submitted to the Bill amending and modifying the Law on the Right to Free Shares and Financial Compensation to the Citizens in the Privatisation Process to be compliant with the Constitution and the legal system of the Republic of Serbia.

The 45 amendments submitted to the Bill on Recovery after Natural and Other Disasters, were found compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee ruled that all of the 47 amendments submitted to the Bill on Temporary Regulation of Payment of Fees for the Public Media Service comply with the Constitution and the legal system of the Republic of Serbia.

The MPs had submitted 46 amendments to the Bill amending and modifying the Law on Scientific Research Activity. The Committee found them all to be compliant with the Constitution and the legal system of the Republic of Serbia. The Committee also submitted seven amendments of its own to the Bill amending and modifying the Law on Scientific Research Activity.

The sitting was attended by Committee members Svetislav Vukmirica, Tanja Tomasevic Damnjanovic, Prof. Dr Vesna Besarovic, Balint Pasztor, Petar Petrovic, Nedjo Jovanovic, Prof. Dr Zarko Obradovic and Committee deputy members Mujo Mukovic, Zivan Djurisic, Nenad Nikolic and Biljana Hasanovic Korac. The sitting was also attended by representatives of the Government.

The sitting was chaired by Committee Chairman Dr Aleksandar Martinovic.
