14th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 14th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, for Monday, 15 July, starting at 10 am.


The Speaker specified the following agenda:

  1. Bill amending and modifying the Law on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics, submitted by the Government;

  2. Bill on the Confirmation of the Convention on Mutual Administrative Assistance in Tax Matters, submitted by the Government;

  3. Bill on Trade, submitted by the Government;

  4. Bill amending and modifying the Law on Electronic Commerce, submitted by the Government, and

  5. Bill on Commodity Exchange, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 and 2 and a joint single debate on items 3 to 5 on the agenda.

The National Assembly proceeded to commence a joint debate in principle and single debate on the Bill amending and modifying the Law on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics and the Bill on the Confirmation of the Convention on Mutual Administrative Assistance in Tax Matters, presented by Minister of Finance Sinisa Mali.

The MPs conducted and, by the end of the workday, completed the joint debate in principle and single debate on items 1 and 2 on the agenda.

On the second day of the proceedings, 16 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Djordje Komlenski, Olena Papuga, Nemanja Radojevic, Haji Milorad Stosic, Djordje Vukadinovic, Marjana Maras and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence a joint single debate on the Bill on Trade, Bill amending and modifying the Law on Electronic Commerce and the Bill on Commodity Exchange, presented by Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic.

By the end of the day the National Assembly completed the joint single debate on items 3 to 5 on the agenda.

On the third day of the proceedings, 17 July, the National Assembly commenced a debate in detail on the Bill amending and modifying the Law on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics.

The MPs conducted and, by the end of the workday, completed the debate in detail on item 1 on the agenda.

On the fourth day of the proceedings, 18 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Olena Papuga, Dr Ljubinko Rakonjac, Milija Miletic, Djordje Vukadinovic and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence and conduct a debate in detail on the Bill on Trade for the remainder of the day.

On the fifth day of the proceedings, 19 July, the National Assembly continued and concluded the debate in detail on the Bill on Trade.

The National Assembly went on to conduct and complete a debate in detail on the Bill amending and modifying the Law on Electronic Commerce and the Bill on Commodity Exchange.

As the National Assembly had completed a debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Monday, 22 July, as Voting Day on all the items on the agenda of the 14th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 9 am.

Voting Day

On Voting Day, 22 July, by majority vote, the National Assembly adopted the Bill amending and modifying the Law on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics, Bill on the Confirmation of the Convention on Mutual Administrative Assistance in Tax Matters, Bill on Trade, Bill amending and modifying the Law on Electronic Commerce and the Bill on Commodity Exchange.

The National Assembly also ruled on the violation of the Rules of Procedure MP Natasa Sp. Jovanovic complained of and decided that the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 14th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature
