13th Sitting of the Culture and Information Committee

At the sitting held on 27 April 2021, the members of the Culture and Information Committee considered, in principle, the Bill amending and modifying the Law on Culture and the Bill amending and modifying the Law on Foundation of the Museum of Genocide Victims, submitted by the Government, and ascertained the List of candidates for member of the Council of the Regulatory Authority for Electronic Media, proposed by the competent committee of the Assembly of the Autonomous Province of Vojvodina.


The bills were, on behalf of the submitter, presented by assistant minister s of culture and information Danijela Vanusic and Radovan Jokic.

Jokic said that that one of the objectives of the Bill amending and modifying the Law on Culture is to extend the 30-day deadline from the adoption of the budget for announcing public calls for financing or co-financing of cultural programs and projects, as well as artistic, professional and scientific research in culture, to 60 days, in order to allow more time to the callers to prepare the necessary documentation. Also, the amendments to the Law should clearly position the National Council for Culture by proposing that it be elected by the Government, which would lead to its functional connection primarily with the ministry in charge of culture. Jokic stressed that the Law on Culture recognizes independent artists as agents of cultural activities of general interest, and it is necessary to come up with incentives and breaks for their work. He said that this primarily concerns the option for the payment of pension and disability, as well as health insurance contributions by local self-government and autonomous territory units for independent artists.

The Bill amending and modifying the Law on Foundation of the Museum of Genocide Victims was presented by the Assistant Minister of Culture and Information Danijela Vanusic who said that the amendments to the law should ensure its harmonization with the new legal regulations in the field of culture, considering that it was passed in 1992. Also, the regulations of the Museum of Genocide Victims need to be legally harmonized with the Law on Culture, which will equate that institution with other protection institutions in its regulation and clearly determine its specifics that require special regulation.

The Committee unanimously adopted both bills and determined the List of two candidates for member of the Council of the Regulatory Authority for Electronic Media, proposed by the competent committee of the Assembly of the Autonomous Province of Vojvodina.

The sitting was chaired by Committee Chairperson Sandra Bozic and attended by the following Committee members and deputy members: Zoran Tomic, Vuk Mircetic, Jelena Mihailovic, Prof. Dr Marko Atlagic, Jovan Kolundzija, Ana Miljanic, Milica Obradovic, Milos Terzic, Nebojsa Bakarec and Justina Pupin Koscal.
