12th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 12th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature for Tuesday, 25 June, starting at 10 am.


The convocation specified the following agenda:

  1. Bill on Science and Research, submitted by the Government;

  2. Bill ascertaining eminent domain and special procedures for the realization of project infrastructure corridor of E-761 highway, section Pojate - Preljina, submitted by the Government;

  3. Bill on Municipal Militia, submitted by the Government, and

  4. Bill amending and modifying the Law on Fees for the Use of Public Goods, submitted by the Government.
Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Petar Jojic, Marijan Risticevic, Tatjana Macura, Djordje Vukadinovic and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The MPs proceeded to commence a debate in principle on the Bill on Science and Research, presented by Minister of Education, Science and Technological Development Mladen Sarcevic.

The National Assembly completed the debate in principle on item 1 on the agenda by the end of the day.

On the second day of the proceedings, 26 June, the National Assembly commenced a debate in principle on the Bill ascertaining eminent domain and special procedures for the realization of project infrastructure corridor of E-761 highway, section Pojate – Preljina. The Bill was presented by authorised governmental representative Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic.

By the end of the day, the MPs had completed the debate in principle on item 2 on the agenda.

On the third day of the proceedings, 27 June, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Natasa Sp. Jovanovic, Milija Miletic, Tatjana Macura, Djordje Vukadinovic and Dr Milan Ljubic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The MPs proceeded to commence a debate in principle on the Bill on Municipal Militia, presented by Minister of Public Administration and Local Self-Government Branko Ruzic.

The National Assembly conducted the debate in principle on the Bill on Municipal Militia for the remainder of the day.

On the fourth day of the proceedings, 28 June, the National Assembly continued and concluded the debate in principle on the Bill on Municipal Militia.

The MPs proceeded to complete a debate in principle on the Bill amending and modifying the Law on Fees for the Use of Public Goods, presented by Minister of Finance Sinisa Mali as representative of the submitter.

On the fifth day of the proceedings, 2 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milorad Mircic, Djordje Vukadinovic, Vladimir Djuric, Josip Broz, Marijan Risticevic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence and, by the end of the day, complete a debate in detail on the Bill on Science and Research.

On the sixth day of the proceedings, 3 July, the National Assembly commenced a debate in detail on the Bill ascertaining eminent domain and special procedures for the realization of project infrastructure corridor of E-761 highway, section Pojate – Preljina.

Having completed the debate in detail on item two on the agenda, the National Assembly commenced a debate in detail on the Bill on Municipal Militia.

The National Assembly conducted the debate in detail on item three on the agenda for the remainder of the day.

On the seventh day of the proceedings, 4 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Stevanovic, Vjerica Radeta, Djordje Komlenski, Dr Sci.med. Danica Bukvic and Zika Gojkovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct and complete the debate in detail on the Bill on Municipal Militia, as well as a debate in detail on the Bill amending and modifying the Law on Fees for the Use of Public Goods.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda, National Assembly Deputy Speaker Veroljub Arsic set Monday, 8 July, as Voting Day on all the items on the agenda of the 12th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 10 am.

Voting Day

On Voting Day, 8 July, the National Assembly adopted the Bill on Science and Research, Bill ascertaining eminent domain and special procedures for the realization of project infrastructure corridor of E-761 highway, section Pojate - Preljina, Bill on Municipal Militia, and the Bill amending and modifying the Law on Fees for the Use of Public Goods, submitted by the Government.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 12th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature
