11th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 6 December 2022, the Committee on Finance, State Budget and Control of Public Spending the bills submitted by the Government, in detail.


The Government and the Committee accepted none of the 178 amendments submitted to the Republic of Serbia 2023 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan.

The Government and the Committee did not accept the four amendments submitted to the Bill amending and modifying the Budget System Law either.

The Government and the Committee did not accept the two amendments submitted to the Bill amending and modifying the Law on Tax Procedure and Tax Administration.

The Government and the Committee accepted none of the 63 amendments submitted to the Bill amending and modifying the Property Taxes Law.

The Government and the Committee did not accept the two amendments submitted to the Bill amending and modifying the Personal Income Tax Law.

The Government and the Committee accepted none of the 38 amendments submitted to the Bill amending and modifying the Value Added Tax Law.

The Government and the Committee did not accept any of the five amendments submitted to the Bill amending and modifying the Law on Compulsory Social Insurance Contributions.

The Government and the Committee did not accept the three amendments submitted to the Bill amending and modifying the Law on Republic Administrative Fees.

The Government and the Committee accepted the one amendment submitted to Article 2 of the Bill amending and modifying the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions by MP Dr Aleksandra Tomic.

Of the 49 amendments submitted to the Bill amending and modifying the Law on Electronic Invoicing, the Government and the Committee accepted only the one submitted to Article 2 by MP Dr Aleksandra Tomic.

The Government and the Committee accepted none of the 34 amendments submitted to the Bill amending and modifying the Law on Fiscalisation.

The Government and the Committee did not accept the two amendments submitted to the Bill of the Loan of the Republic of Serbia with NLB Komercijalna banka AD Beograd for the funding of Project Construction of IB-Class State Road, Expressway Section: Highway E-75 Belgrade – Nis (“Pozarevac” interchange) – Pozarevac (roundabout) – Veliko Gradiste – Golubac (Danube highway).

The Government and the Committee did not accept the one amendment submitted to the Bill on the Confirmation of the Loan Agreement (Scaling-Up Residential Clean Energy Project) between the Republic of Serbia and the International Bank for Reconstruction and Development.

The sitting was chaired by Committee Chairman Veroljub Arsic and attended by the following Committee members and deputy members: Ma Svetlana Milijic, Dr Aleksandra Tomic, Rozalia Okresz, Milica Obradovic, Nikola Radosavljevic, Nebojsa Cakic, Zoran Stojanovic, Biljana Ilic Stosic, Ana Beloica and Snezana Paunovic.
