11th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 14 December 2020, the members of the Committee on Constitutional and Legislative Issues considered, in principle, a number of bills on the agenda of the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, viz:


  1. Bill on Digital Property;
  2. Bill on Fiscalisation;
  3. Bill amending and modifying the Law on Property Restitution and Compensation;
  4. Bill amending and modifying the Law on Prevention of Money laundering and Financing of Terrorism;
  5. Bill amending and modifying the Excise Tax Law;
  6. Bill amending and modifying the Corporate Income Tax Law;
  7. Bill amending and modifying the Personal Income Tax Law;
  8. Bill amending and modifying the Value Added Tax Law;
  9. Bill amending and modifying the Law on Compulsory Social Insurance Contributions;
  10. Bill amending and modifying the Law on the Capital Market;
  11. Bill amending and modifying the Law on Public Property;
  12. Bill amending and modifying the Law on Temporary Regulation of Payment of Fees for the Public Media Service;
  13. Bill on the Confirmation of the Agreement on Joint Procurement of Medical Supplies;
  14. Bill amending the Law on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building Permit for the Realisation of Project “Belgrade Waterfront”;
  15. Bill on the Confirmation of the Agreement amending and modifying the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Reciprocal Travel of Citizens;
  16. Bill on the Establishment of Guarantee Scheme as an Economic Support Measure to Mitigate the Consequences of the COVID-19 Disease caused by the SARS-CoV-2 Virus, and
  17. Bill on the Confirmation of the Connected School in Serbia Financial Agreement between the Republic of Serbia and the European Investment Bank.
The sitting was attended by representatives of the Ministry of Finance, Ministry of Mining and Energy and Ministry of the Interior who presented the bills.

The Committee members found all the bills to be compliant with the Constitution and legal system of the Republic of Serbia, by majority vote.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic and attended by the following Committee members and deputy members: Nevena Veinovic, Zeljko Tomic, Olja Petrovic, Luka Kebara, Ugljesa Mrdic, Djuro Peric, Dubravka Kralj, Toma Fila, Arpad Fremond, Milenko Jovanov, Milos Terzic, Violeta Ocokoljic, Vesna Nedovic and Milena Popovic.
