10th Sitting of the Health and Family Committee

At the sitting held on 7 November, the members of the Health and Family Committee discussed, in principle, the Bill on Medical Devices and the Bill amending the Law on Medical Documentation and Records and selected a representative for the Government of the Republic of Serbia Commission to Fight HIV/AIDS and TB.


The Bill on Medical Devices was presented by Dr Meho Mahmutovic, State Secretary at the Ministry of Health, who said that the reason behind the Bill is rapprochement with EU directives and other regulations concerning medical devices. The Bill will, in line with EU regulations, separate the rules regulating medical devices from the ones regulating medicines. The amendment of the provisions regulating clinical trials of medical devices, that is the procedure for their approval, will promote the conduct of a higher number of trials by staff in medical institutions. This will lead to more modern and innovative treatments for the patients with no cost to the Serbian healthcare system. Dr Meho Mahmutovic added that the Bill would also bar the appearance of low quality and unsafe medical devices both from the market and healthcare institutions and reduce the instances of forgeries appearing from other markets.

Following a constructive discussion the Committee members accepted the Bill on Medical Devices in principle by majority vote.

Dr Meho Mahmutovic went on to say that the amendments to the Law on Medical Documentation and Records adjust the Law to the regulations concerning personal data protection viz. especially sensitive data. Among other things, the State Secretary said that the amendments appoint the public health institute for the territory of the Republic of Serbia the handler of the data in the Integrated Health Information System. In case of any kind of breach of personal data safety the institute is obliged to inform the person whose data is violated, the ministry in charge of health and the Commissioner for Information of Public Importance and Personal Data Protection, said Dr Meho Mahmutovic, adding that the Bill also delineates the sanction for the public health institute if it fails to act according to the provisions of the law.

Following a discussion the Committee members accepted the Bill amending the Law on Medical Documentation and Records by majority vote.

The Committee members then proceeded to elect Committee Chairman Doc. Dr Darko Laketic member of the Government of the Republic of Serbia Commission to Fight HIV/AIDS and TB.

The Committee also reviewed the civic petitions it had received and adopted the proposals of the Working Group for the processing of petitions submitted by citizens and organisations.

The sitting was chaired by Committee Chairman Doc. Dr Darko Laketic, and attended by the following Committee members and deputy members: Dr Muamer Bacevac, Prim. Dr Milovan Krivokapic, Dr Svetlana Nikolic Pavlovic, Dr Danica Bukvic, Dr Dragana Barisic, Desanka Repac, Olivera Ognjanovic, Dr Dragan Vesovic, Dr Ljubica Mrdakovic Todorovic, Danijela Stojadinovic, Branka Stamenkovic and Dr Zarko Korac.
