10th Sitting of the Committee on Finance, State Budget and Control of Public Spending
At the sitting held on 4 December 2022, the Committee on Finance, State Budget and Control of Public Spending adopted the following agenda:
- Republic of Serbia 2023 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan, submitted by the Government;
- Bill on the Republic of Serbia 2021 Budget Final Financial Statement, submitted by the Government;
- Bill amending and modifying the Budget System Law, submitted by the Government;
- Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
- Bill amending and modifying the Property Taxes Law, submitted by the Government;
- Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
- Bill amending and modifying the Value Added Tax Law, submitted by the Government;
- Bill amending and modifying the Law on Compulsory Social Insurance Contributions, submitted by the Government;
- Bill amending and modifying the Law on Republic Administrative Fees, submitted by the Government;
- Bill amending and modifying the Customs Law, submitted by the Government;
- Bill amending and modifying the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, submitted by the Government;
- Bill amending and modifying the Law on Electronic Invoicing, submitted by the Government;
- Bill amending and modifying the Law on Fiscalisation, submitted by the Government;
- Bill of the Loan of the Republic of Serbia with NLB Komercijalna banka AD Beograd for the funding of Project Construction of IB-Class State Road, Expressway Section: Highway E-75 Belgrade – Nis (“Pozarevac” interchange) – Pozarevac (roundabout) – Veliko Gradiste – Golubac (Danube highway), submitted by the Government;
- Bill on the Confirmation of the Loan Agreement (Scaling-Up Residential Clean Energy Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
- Bill on the Confirmation of the Framework Protocol on Financial and Technical Cooperation between the Government of the Republic of Serbia and the Government of the Kingdom of Spain in the Field of Infrastructure Projects, submitted by the Government;
- Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2022 Financial Plan, submitted by the Government;
- Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2022 Financial Plan, submitted by the Government;
- Proposal of the Decision to grant consent to the Decision amending the Fund for Social Insurance of Military Insured 2022 Financial Plan, submitted by the Government.
By majority vote, the Committee decided to propose that the National Assembly accept the Republic of Serbia 2023 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan and the Bill on the Republic of Serbia 2021 Budget Final Financial Statement, submitted by the Government, in principle. The two bills were also considered at the first public hearing of the Committee on Finance, State Budget and Control of Public Spending.
Items 3 to 19 were then presented to the Committee members by Minister of Finance Sinisa Mali.
After the Committee Chairman concluded the joint debate on items 3 to 19 on the agenda, the Committee decided, by majority vote, to propose that the National Assembly accept them.
The sitting was chaired by Committee Chairman Veroljub Arsic and attended by the following Committee members and deputy members: Ana Beloica, Miroslav Kondic, Svetlana Milijic, Nikola Radosavljevic, Aleksandra Tomic, Dijana Davidovac, Dr Dusan Bajatovic, Vladimir Obradovic, Zoran Stojanovic, Nenad Mitrovic, Bojana Bukumirovic, Nebojsa Cakic, Vojislav Vujic, Dragan M. Markovic and Rozalia Okresz.
