Delegation in the Parliamentary Assembly of Council of Europe

The Parliamentary Assembly of the Council of Europe is the parliamentary dimension of the oldest pan-European organisation. The first Assembly session was held on 10 August 1949. Since then, it has been the initiator of the most important activities and the main driving force of the Council of Europe.

The Parliamentary Assembly was established to promote democratic values and protect human rights. It comprises parliamentarians from 47 member states and 5 states with the status of observer. Each country, in accordance with its size, has between 2 and 18 representatives in the Parliamentary Assembly. The Parliamentary Assembly has sessions four times a year, while meetings of its working bodies are organized in between sessions.

Our country has been a full member since 2003.

Latest activities

  • The Head of the delegation to PACE Ivica Dacic addressed the participants of the meeting of the PACE Committee on Political Affairs and Democracy, held 16-17 May 2022 in Chania, Crete. Dacic also spoke about Kosovo-Metohija with the Head of the Greek Parliament’s delegation to the PACE Dora Bakoyannis, appointed by the Committee as the rapporteur tasked with drafting a report on the situation in Kosovo.

  • The members of the standing delegation of the National Assembly of the Republic of Serbia to the Parliamentary Assembly of the Council of Europe (PACE) took part in the PACE Spring Session held in a hybrid format from 25 to 28 April 2022 in Strasbourg. Delegation member Elvira Kovacs was unanimously elected Chairperson of the Sub-Committee on the Rights of Minorities of the Committee on Equality and Non-Discrimination. The session was attended in person in Strasbourg by delegation members Biljana Pantic Pilja, Dubravka Filipovski and Elvira Kovacs, while delegation members Zoran Tomic and Enis Imamovic took part on-line.

  • The Parliamentary Assembly of the Council of Europe held the first part of its 2022 session on 24 – 28 January 2022 in a hybrid format, attended via video-link by Ivica Dacic, head of the delegation and members: Elvira Kovacs, Biljana Pantic Pilja, Dr Aleksandra Tomic, Zoran Tomic and Enis Imamovic, as well as deputy members: Prof. Dr Zarko Obradovic and Stanislava Janosevic. In the course of the session National Assembly member and Deputy Speaker Elvira Kovacs was elected PACE Vice-President.

  • On 4 November 2021, Prof. Dr Zarko Obradovic took part in the meeting of the Committee on Political Affairs and Democracy of the Parliamentary Assembly of the Council of Europe (PACE), in Budapest.

  • The National Assembly standing delegation to the Parliamentary Assembly of the Council of Europe took part in the PACE Autumn Session, held from 27 to 30 September 2021, in a hybrid format. The delegation that physically participated in the session in Strasbourg included Elvira Kovacs, Biljana Pantic Pilja, Dubravka Filipovski, Prof. Dr Zarko Obradovic and Enis Imamovic, while Dr Aleksandra Tomic and Zoran Tomic participated in the online session.

  • The National Assembly’s standing delegation to PACE took part in the organisation’s June session from 21 to 24 June 2021, held in a hybrid format. The delegation that participated in the session in Strasbourg included Elvira Kovacs, Biljana Pantic Pilja, Dubravka Filipovski, Prof. Dr Zarko Obradovic and Enis Imamovic, while Dr Aleksandra Tomic and Zoran Tomic participated in the online session.

  • Elvira Kovacs, member of the National Assembly standing delegation to the Parliamentary Assembly of the Council of Europe (PACE) took part in the meeting of the PACE Committee on Equality and Non-Discrimination on 2 February 2021.

  • The standing delegation of the National Assembly of the Republic of Serbia to the Parliamentary Assembly of the Council of Europe (PACE) took part in the 2021 winter session, 25 – 28 January, organised in a hybrid format. The delegation headed by Ivica Dacic, comprised members Dr Aleksandra Tomic, Biljana Pantic Pilja, Zoran Tomic, Dubravka Filipovski, Elvira Kovacs and Enis Imamovic, as well as deputy members Prof. Dr Zarko Obradovic, Stanislava Janosevic and Stefan Srbljanovic.

  • At the electronic session held on 27 November 2020, the Committee on Equality and Non-Discrimination of the Parliamentary Assembly of the Council of Europe adopted the report and resolution on "Preserving Europe’s linguistic, ethnic, cultural and national diversity", prepared by Elvira Kovacs, member of the delegation to PACE.
