Third Sitting of the Committee on Education, Science, Technological Development and the Information Society

At the sitting held on 25 September, the Committee on Education, Science, Technological Development and the Information Society considered the Bill amending and modifying the Law on Higher Education.


The amendments and modifications to the Law were elaborated by the Minister of Education, Science and Technological Development, Zarko Obradovic, who stressed that the entire Serbian academic community took part in the drafting. The biggest change introduced by the Bill is the reduction of exam periods from six to four, with academic year 2014/2015 being the first in which the provision will be implemented. It was also proposed that the number of exam periods in academic year 2012/2013 remain six and in 2013/2014 be five. The Bill proceeds to stipulate that a student can be funded from the budget if he/she achieves a minimum of 48 ESPB points in academic year 2011/2012 and is ranked within the total number of students funded from the budget i.e. if he/she achieves no less that 50 ESPB points in academic year 2012/2013.
The Bill also envisages that the National Council for Higher Education should establish the national qualification framework for higher education, and that the student conferences be given the status of legal entity which would make them eligible to bid for various educational projects.
In the ensuing discussion, the Committee members voiced various opinions on the Bill, particularly related to the proposed number of exam periods and points necessary for enrollment in the next year of studies.
