Strengthening MPs’ Capacities to Exercise Control Function over Legislative Process and Government’s Work

As part of the Programme of Strengthening the National Assembly’s Legislative and Control Capacities set out in the Memorandum of Understanding between the National Assembly of the Republic of Serbia and the Westminster Foundation for Democracy, the National Assembly was visited by MPs of the UK Parliament’s lower house and the Scottish Parliament on 12 and 13 December. The delegation of the lower house comprised Emma Reynolds (Labour Party), Shadow Europe Minister, and Karen Lumley (Conservative Party), Chair of the All party group on Serbia, and Scottish MP Tavish Scott (Liberal Democratic Party).


In the course of their two-day visit to the National Assembly the delegation members took part in the workshop for MPs organised within the Programme’s second component aimed at strengthening the MPs’ capacities to exercise their control function over the legislative process and the Government’s work. The MPs and their colleagues discussed the issues and institutes in which the Serbian parliamentarians, members of the Programme’s Advisory Board, showed special interest within various topics such as: posing questions to the ministers at a committee sitting on the ministries’ work, asking questions of the ministers and Government at a plenary sitting, as well as posing questions in writing, competent committees’ control mechanisms for the ministers’ i.e. Government’s work, considering reports on the Government’s work at committee sittings and plenary sessions, as well as the influence of reports, scope and role of committees in deliberating on bills and analysing and checking laws, as well as the media's attitude toward the work of the parliament and MPs.

In the course of the meeting, the MPs used comparative analysis to gain insight into the manner of operation and functioning of the working bodies of the National Assembly, UK Parliament’s House of Commons and Scottish Parliament.

National Assembly Deputy Speakers Gordana Comic and Nikola Novakovic and MPs Branka Ljiljak, Kenan Hajdarevic, Elvira Kovacs, Mladen Grujic, Srdjan Mikovic, Vlatko Ratkovic, Nenad Konstantinovic, Srdjan Spasojevic, Djuro Peric, Radoslav Milovanovic, Stojanka Petkovic, Gordana Rajkov, Laszlo Varga, Jelena Travar Miljevic, Petar Petrovic, Jadranka Jovisic, Dejan Nikolic, as well as Deputy Secretary-General Mladen Mladenovic took part in the two day workshop.
