Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, for Tuesday, 8 December 2020, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Zivota Starcevic, Selma Kucevic, Toma Fila and Aleksandar Mirkovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Republic of Serbia 2021 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2021 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2021 Financial Plan, submitted by the Government;
  2. Bill on the Republic of Serbia 2019 Budget Final Financial Statement, submitted by the Government;
  3. Bill amending and modifying the Budget System Law, submitted by the Government;
  4. Bill amending and modifying the Public Debt Law, submitted by the Government;
  5. Bill of Giving Guarantees of the Republic of Serbia for the UniCredit Bank Srbija a.d. Beograd for Payment of Liabilities of the Public Company „Skijalista Srbije” Beograd on Long Term Investment Loan Agreement for the Construction of Brzece-Mali Karaman Gondola, submitted by the Government;
  6. Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2020 Financial Plan, submitted by the Government;
  7. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SPAS Parliamentary Group;
  8. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Alliance of Vojvodina Hungarians Parliamentary Group;
  9. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Alliance of Vojvodina Hungarians Parliamentary Group, and
  10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Alliance of Vojvodina Hungarians Parliamentary Group.
The National Assembly accepted the proposal of National Assembly Speaker Ivica Dacic to, pursuant to Article 97, paragraph 3 of the National Assembly Rules of Procedure, extend the discussion time on item 1 on the agenda to 10 hours, as well as the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 2 to 6 and a joint single debate on items 7 to 10 on the agenda.

On behalf of the submitter, the bills were presented by Minister of Finance Sinisa Mali.

In the continuation of the sitting the MPs commenced a debate in principle on item 1 one the agenda.

In the course of the proceedings the MPs were also addressed by Minister of Labour, Employment, Veteran and Social Affairs Darija Kisic Tepavcevic and Minister of Culture and Media Maja Gojkovic concerning the sections of the budget relating to the relevant ministries.

By the end of the day the National Assembly completed the debate in principle on the Republic of Serbia 2021 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2021 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2021 Financial Plan.

On the second day of the proceedings, 9 December, the National Assembly conducted and concluded the joint debate in principle and single debate on items 2 to 6 on the agenda.

The bills were presented on behalf of the submitter by Prime Minister Ana Brnabic, Minister of Finance Sinisa Mali and Minister of Public Administration and Local Self-Government Marija Obradovic.

The National Assembly went on to conduct and conclude the single debate on items 7 to 10 on the agenda.

On the third day of the proceedings, 10 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Shaip Kamberi, Djordje Milicevic and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then proceeded to commence a debate in detail on the Republic of Serbia 2021 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2021 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2021 Financial Plan.

In the course of the afternoon, the National Assembly completed the debate in detail on the Republic of Serbia 2021 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2021 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2021 Financial Plan.

By the end of the day the MPs also completed a debate in detail on the Bill amending and modifying the Budget System Law.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Ivica Dacic set Thursday, 10 December 2020, as Voting Day on all the items on the agenda of the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020, starting at 6.35 pm.

Voting Day

On Voting Day, 10 December 2020, the National Assembly passed, by majority vote, the Republic of Serbia 2021 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2021 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2021 Financial Plan.

The MPs also passed by majority vote the Bill on the Republic of Serbia 2019 Budget Final Financial Statement, Bill amending and modifying the Budget System Law, Bill amending and modifying the Public Debt Law, Bill of Giving Guarantees of the Republic of Serbia for the UniCredit Bank Srbija a.d. Beograd for Payment of Liabilities of the Public Company „Skijalista Srbije” Beograd on Long Term Investment Loan Agreement for the Construction of Brzece-Mali Karaman Gondola, and the Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2020 Financial Plan.

The National Assembly also adopted the decisions the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SPAS Parliamentary Group and the Alliance of Vojvodina Hungarians Parliamentary Group.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020.
