Serbian Delegation Meets with PACE President

During the session of the Committee on Political Affairs and Democracy, on 26 May 2025, the Serbian delegation met with the President of the Parliamentary Assembly of the Council of Europe Mr Theodoros Rousopoulos.


The delegation consists of Biljana Pantic Pilja, Dunja Simonovic Bratic, Aleksandar Mirkovic and Elvira Kovacs and meeting was also attended by Despina Chatzivassiliou-Tsovilis, PACE Secretary General, the key topic of the meeting was the situation in Kosovo-Metohija, particularly granting special guest status to so-called “Kosovo” in the Council of Europe, as well as the unfulfilled obligations of Pristina, including the establishment of the Community of Serb Municipalities.

The Serbian side expressed concern about the escalation of violence and pressure that the authorities in Pristina, led by Albin Kurti, are exerting on the Serbian people in Kosovo-Metohija. The question was also addressed to the PACE President whether there is any possibility of postponing the decision on the status of so-called "Kosovo" as a special guest in the Council of Europe, given the violation of fundamental human rights and non-compliance with international obligations.

PACE President Rousopoulos stressed that he himself is aware of the numerous mistakes made by Albin Kurti, deeming his political practice as unacceptable. He said that the decision on the recommendation for the admission of so-called "Kosovo" was made in the Parliamentary Assembly, and now everything depends on the Committee of Ministers, which, he emphasised, is currently divided on this issue.

Rousopoulos stressed that he advocates consistent compliance with the rules and procedures of the Council of Europe, and it is important that all candidates meet the legal and institutional criteria, without political pressure or propaganda.

Secretary General Despina Chatzivassiliou-Tsovilis further clarified that the status of “special guest” does not carry any additional rights compared to the already existing relations with the “Kosovo Assembly”, which have existed for years. She emphasised that the whole concept is more symbolic than legal in nature and it is a misinterpreted category, which in no way represents a formal step towards membership. She also emphasized that there is currently no political will within the competent bodies of the Council of Europe to include this item on the agenda of the next June session.

During the substantive meeting, the officials also discussed the report on Serbia as part of the monitoring process, which has been years in waiting. The current situation in Serbia was also among the topics of discussion.

Finally, the PACE President expressed his readiness to continue the dialogue with the Serbian delegation, emphasising that the Serbian side would be informed in a timely manner about all relevant information and possible changes.
